Well, everyone loves Paris! CP continues to say, and consistently say, that our city needs a sister relationship with one and only one other local government on this planet--and that is ANNE ARUNDEL COUNTY….Why does she not take a trip to the Arundel Center and figure out how to play in the sandbox with John Leopold? Meanwhile Ellen is sniffing flowers and enjoying the cafe scene. She needs a vacation. She deserves a break. She even deserves a raise. But she does not deserve a two-month trip when there is no Public Works Director, the Police Chief is on sick leave, the Market House debacle continues and crime is on the rise.....
Please Ellen---make Anne Arundel County our sister-government!!!

IMPROVE OUR TRANSPORTATION BY PLANNING….COMPREHENSIVE PLANNING AND MORE PLANNING AND YET MORE PLANNING….PERHAPS ANARCHY WOULD BE A BETTER OPTION???
This past week, CP attended three different public meetings on local transportation issues, and stay tuned, there are more to come. One evening meeting he attended by car due to the weather forecast and the need to do shopping errands. One he rode his bike to and the other he walked, in addition to normal and frequent biking and walking around town. At each of these meetings, the huge majority of attendees drove their cars. This is evident by seeing all their car keys in hand upon arrival, watching the arrival and departure and even by doing a poll. The irony is staggering. This, dear reader, this is the problem--the problem that must be addressed. We are so used to driving and driving and driving. Yet, that is the problem. That is the inconvenient truth. How do we expect those who drive, and always drive, to plan for our future if they cannot get out of their cars now?
And, the biggest bogeyman of all is not the commuters leaving our area but the throngs of commuters who not only live and work in the city, but who can walk or ride a bus to and from any of the hundreds of stops, most all of which are within a half-mile walk. But they don’t. Instead they go to meetings and plan, plan, plan. Yet they plan from a position of ignorance and from a position of weakness in that they don’t try to live the “alternative” way, they just do business as usual, yet they talk and talk all about light rail, which for a variety of reasons, is about last on the list of things we need.
However, it was at the Comprehensive Plan meeting that CP became thoroughly fed up with the protestations, whining and ignorance of the volunteer committee of Mayoral appointees who would rather send hours and hours in meetings than actually doing something--such as learning about our real walking, transit and biking challenges. There is the longtime local business owner and activist who drives the one mile to his work within Annapolis because he says he cannot figure out the bus system. CP has heard similar comments from this person and so many others in similar positions that he is sick of hearing them. They will attend meetings (by driving to them) and then whine on incessantly about how they cannot figure out how to take a bus--in their own hometown no less!
Oddly, thousands do figure this out every day, many of whom do not even speak or read English and most of whom certainly do not own businesses. So what is the real problem here? At one meeting, a highly educated business owner told the group how she feels bad for people sitting in shelters at bus stops when she drives by. After we put up nice glass shelters, she now complains that they get hot in them! But what about in the winter when they get warm, CP wonders? Awww, were her liberal proclivities touched? Why does she not get out of her car and take the bus? Why does she not stop and offer them a ride? Instead she suggests we have grand schemes to familiarize people with the bus system. Okay--so quit going to meetings and do it!
And then there is the other highly educated professional who lives off West St and works in West Annapolis yet who drives to work every day. This person says we need a shuttle route through West Annapolis. When CP said we had one and asked if he ever took it, this professional meeting-goer and committee member said that’s not the issue, which was seconded by the highly paid planning consultant who said personal choices were not the point of the meeting, to which she then added, the meeting was not intended for public comments. Okay, so the ironies and shortcomings are clear. The first hour of the meeting of the Comprehensive Plan Committee did nothing except set forth in exquisite detail the description of the same old problems over and over. When CP was informed that there would likely be no public comment--he left!
This is the inconvenient truth--until you are willing to reduce your car use and find other ways to get around, it will be business as usual. No amount of meetings or reports will change a thing. Make the personal political and vice verse….and let’s not even get started on light rail. Our city will never have much of a say in that issue. Here’s why--where in Annapolis can we accommodate a rail line or a station? We can’t even agree on a park and ride location and that does not have to involve state and federal bureaucracy! Puhleeze! Let’s have buses--then we’ll talk rail.

AND FROM ANOTHER APPRECIATIVE CP READER:
Hi Paul:
Wow. I've yet to have the time to read the entire Capitol Punishment Blogbut love it. Especially," Paul,I DO NOT APPRECIATE YOUR INCLUDING ME IN YOUR IDIOT EMAILS. REMOVE MEIMMEDIATELY FROM YOUR LIST AND DO NOT EVER SEND ME ANYTHING AGAIN AS ITOTALLY DISAGREE WITH YOUR FANATICAL RANTS."CP ASKS: Was it something I said?? (Said letter was written in all caps bythe way--Should we call it ALL CAPS PUNISHMENT???)"Hysterical, laugh out loud. You have a great sense of humor to publish thatjust so. I feel like I'm back in the tri-state. It's a homey feeling. Ithink I can finally put down roots. We need more citizens like you.Keep me updated,Cindy O'Neill

HOWARD PINSKEY TO HEAD UP HOUSING AUTHORITY BOARD
Now there is a breath of fresh air! He is a Naval Academy graduate, successful local businessman, longtime Eastport resident and HACA board member. CP wishes him well. In the meantime, CP asks readers to consider the below item from a recent Annapolis Police Department update:
8. THEFT 7/17 1:35 PM 1125 Madison St. - a Housing Authority workerused his keys to enter an apartment, leaving he keys in the lockbriefly. While his back was turned, someone took them. While he waschecking around for them, a child gave them to him, saying she had foundthem lying on the ground. He reported that one key was missing from thering , though, and that it was a master key to all the apartments inHarbor House. (07-003889)
While his back was turned???? Oh and for how long? One second or ten minutes? Oh well! It was only the master key. We can't keep track of keys--or drug dealers. CP refrains from any further comments or wordplays on this one.

RECENT COMMENTS FROM CP READERS…..
We'll get the nasty stff out of the way first. This one came from a neighbor in Eastport, and although it was signed, CP, not wishing to make the writer look even nastier, withholds the name. However, this person has conducted a lot of business with the city and is likely a close associate of the Mayor:
"Paul,
I DO NOT APPRECIATE YOUR INCLUDING ME IN YOUR IDIOT EMAILS. REMOVE ME IMMEDIATELY FROM YOUR LIST AND DO NOT EVER SEND ME ANYTHING AGAIN AS I TOTALLY DISAGREE WITH YOUR FANATICAL RANTS."
CP ASKS: Was it something I said?? (Said letter was written in all caps by the way--Should we call it ALL CAPS PUNISHMENT???)
And this from Matt Long, also an Eastport resident :
“I love the blog. Thank you for the hard work……One must wonder where the priorities of the current administration are placed when our Mayor feels it is appropriate to take a 60 day vacation overseas when our fair city faces so many challenges. Isn’t this behavior out of line for an elected official? Has she amassed some huge pool of vacation days since taking office? Seriously, as ANYONE ever heard of such behavior from a public servant? Please don’t let her concoct some bogus spin on this trip about benefiting Annapolis. Our sister city relationship is nothing more than a boondoggle government officials use to spend taxpayer money traveling and entertaining. Can anyone point to a single improvement/benefit/concept that we have gained from this relationship other than the pretty flags that graced the Spa Creek Bridge a few weeks ago? I am flabbergasted that the Market House still has three parking spaces dedicated to temporary heating and cooling equipment. In 60 days this problem could be rectified. It is unreal that heads did not roll when this gross oversight was originally made, but what reeks more than the incompetent leadership is the lack of corrective action in the year since the blunder was discovered. Can anyone tell me what the equipment rental is costing Annapolis monthly? I would guess that the city has paid more in equipment rentals than the corrective action would have cost if executed swiftly. But who cares, I bet it costs less than a 60 day European vacation to our Sister City. "
CP SAYS: Thanks Matt. I guess our mutual neighbor ( see above) disagrees with what we’re trying to accomplish with our news forum. It’s nice to know CP is not the only one who wonders how our city is being managed. When CP ran for Alderman, one of CP’s top platform priorities was to create a non-partisan, professional, City Manager form of government. Maybe the time has come.
And finally, this from a former elected official and longtime area resident whose desire for anonymity in this case will be respected:
“Hi Paul,
As usual, I enjoyed the facts that you share with the public.
I have one question for you. Do you find it odd that the Mayor did not appoint one
Alderperson to serve as acting Mayor for two months, so that that person would
receive salary for taking on her headaches? Instead the 2 months were divided up to be
less than 28 DAYS, at which time no one is paid, according to the law. Anyone serving as Acting Mayor for 28 days or more will be paid for time served. All other times is VOLUNTEER time and will not be compensated... Huuum That is not the actual wording, as I paraphrase! I understand, Bob Agee is the interim PW Director until the Mayor returns and replaces Patmore."
CP SAYS: Good question. CP wonders why HerHonor did not choose the two most veteran Alderpersons to serve in this role. Let’s see, that would have meant Dave Cordle in addition to Classie Hoyle….hmmm, I guess that answers that question. Too bad--it would have been a bold and meaningful thing to do…hmmm..I guess that answers it again….

CAPITAL PUNISHMENT AND OTHER BLOGS IN THE NEWS
Today’s (July 15) Baltimore Sun’s Arundel section includes an article about Mayor Moyer’s new blog, which so far has nothing to say but a profile with a photo of Ellen looking geeky behind the wheel of a racing yacht. This is the anti-global warming crusading Mayor that refuses to get on a city bus to promote public transit, refuses to get on a bike to promote bicycling, reportedly dislikes flying and is now jaunting across Europe (by train?) where she apparently arrived via the Queen Mary. One hopes she was not steering. Yet, she sails--at least on a Whitbread/Volvo boat. Meantime, see what Ellen has to say as she gallivants across Europe for two months. (Yeah...like we really care what you think about Prague. How about Robinwood, Newtowne and
Parole?)
Do we need any more sister-cities? We need a good relationship with Anne Arundel County!
The Sun’s Nia Henderson also mentions other local blogs and says that CP’s “left-leaning blog is a look at hot-button issues in Annapolis, such as crime and transportation.” Left leaning? CP is not sure what that means or if CP is such a thing. CP labels itself “progressive” but more than anything, CP is interested in excellence, honesty and effectiveness in government--without regard to party or philosophical affiliation.
The Sun mentions other area blogs as well such as Greg Kline's "The Conservative Refuge” and Blog Arundel, which is correctly described as being “anonymous" which indeed, is unfortunate. CP has also come across the new www. annapolispolitics.blogspot.com and www.blog.briangriffiths.com, both of which are decidedly conservative.
While CP takes swipes against elected officials, CP tries to be fair and respectful, and is mainly interested in going after malfeasance, corruption or duplicity whether it is perpetrated by Dem’s or Rep’s. CP eschews the mean-spirited, offensiveness of some blogs, but will link to other blogs covering local issues that also link to CP, whether or not they take a “left” “right” or any perspective. Linking to another blog does not constitute endorsement or agreement, but merely a recognition that they cover local issues. Should CP determine that a blog is offensive or unduly arrogant or mean-spirited, it will be unlinked.
