Otra Ves, Sin Permiso! Driving Without a License

From our Police Reports:
UNLICENSED DRIVER: 2/24 5:41 AM West near S. Southwood - a
traffic stop was made due to a car being driven with a burned out
taillight. The driver was identified as Timoteo Hernandez Rodriguez, 34,
of Center St. A check revealed that he does not have a license. He was
arrested and charged with Driving Without a License. He was issued a
repair order for the Equipment Violation. (08-001093)

We need to come to terms with these increasingly common incidents of Hispanic
drivers without licenses!

Police Chief Johnson to Resign

I hope that others will join with me in thanking Chief Johnson for his many years of public service. I have been among his critics and have asked that he resign, but I have always respected his experience and his dedication. There is no doubt that the department has improved during his tenure. What I have heard from many citizens and even from some elected officials is that he was stubborn and repeatedly refused to consider or honor a wide variety of requests to amend policing policies. I was most concerned when he addressed a public meeting and seemed unable to articulate his vision of community policing. He seemed to constantly be asking for citizen involvement and support but at the same time, he was often not listening to citizen's concerns.

We can never forget the fact that like every other appointed official, he is hired by and reports to the mayor. Had she acted more like a leader and listened to citizen complaints, perhaps things would have been different. We are now faced with finding a new chief, one who is likely to come on board when there will be less than 18 months remaining in the Moyer Administration. That may prove to be a stumbling point.

It has been widely rumored that this resignation was imminent. Johnson is 65 years old and had cardiac surgery last year. With the recent announcement of the high-level state program for coordinating crime fighting in Annapolis, it would seem obvious why he waited until that was in place to announce his retirement.

I wish Chief Johnson all the best and thank him for his service.

NAACP.....Local Chapter Spending Its Energy on Infighting...Baltimore Chapter is Doing ???

Local NAACP head Wayne Jearld is on the outs after more than a year of acrimonious squabbling. A year ago, CP promoted and then attended the press conference where newly elected Jearld announced his plans. Among other things, here is what I wrote then:

"It’s evident that President Wayne Jearld has ideas, vision and plans to invigorate his group.
Jearld addressed his goals in a number of areas but I’m concerned about his strong emphasis on ensuring that minority contractors would be getting plenty of government contracts. With issues related to schools, crime, job and housing discrimination, why should the NAACP be so involved with seeking contracts for minority-owned businesses? Would that not be more in the purview of a special interest group, say for example, a Black Chamber of Commerce?

If the nearby and much larger Baltimore City Branch of the NAACP is any indication, Jearld has a long way to go. As of mid-February, its web site lists dates for 2006 meetings but not for 2007. The web page for its Economic Development Committee is blank and its page showing “City of Baltimore Projects in Planning or Design Stages” shows a list from 2002. The only item on its “news” page is the swearing-in of its current officers from February 3...2005!

Jearld also plans to get an office and a web site going for the county branch. He is a man with energy and vision and if he can build up the county NAACP into a strong and viable organization, he is to be supported and appreciated."

I shared my post with Jearld who made it exceedingly it clear that there would be no further communication. I thought my original post was positive and optimistic for the most part, although I did question some of his priorities. It would seem now that a year later, he's mainly spent his energy fighting off dissent from his members. The local chapter's web site tells a sad tale. It's amateurish, has typos (more than even this blog!) and is almost devoid of content. This is from the home page:

"Thank you for visiting the website of the Anne Arundel County Branch of the NAACP.
We challenge you to get involved with a shared sense of community improvement.

We hope you will take the next step and get involved by:..." but it never says how we can get involved. Every other page says, "Page under construction....." So much for Mr. Jearld's plan to create a web-site. I guess he was too busy being embroiled in disputes.

And speaking of the Baltimore chapter's website, it still needs updating. The latest "The President's Statement" is entitled "Education Must Be Fixed in 2006". You got that right--2006. The latest item in the calendar of events is from October, 2007 and there are no 2008 events listed except the normal monthly meeting time and place.

Under "Programs and Services" there is a link to only one item-The Economic Development Committee. Click on that link and you get.....a blank page. There are three news releases shown. Each one is from 2006. In all fairness, I am not investigating, but merely reporting what its own website has to say.

If the statue of Justice Marshall could get up and walk from its perch at Lawyers Mall, I can only guess where it would go.

William F. Buckley: The "Safe" Conservative

The man who made conservatism respectable is dead. On NPR tonight, his son Christopher said how his father kicked the kooks (Antisemites, John Birchers etc.) out of the conservative movement. William F. Buckley was erudite, entertaining, witty and although sometimes pompous (after all, he was a New England highbrow), he was not one of the bad guys. When he stood behind Barry Goldwater, he took on another old-moneyed, New England Catholic. Some said his work paved the way for Ronald Reagan.

I heard tonight that he wrote no less than 41 books! He was also a fine sailor, as evidenced by his popular books such as "Atlantic High: A Celebration", "Racing Through Paradise: A Pacific Passage" and "Airborne: A Sentimental Journey". I'll always remember reading about when he showed up at some off-limits, hush-hush, US military base on an island in the middle of the Pacific. The unwelcoming officer who tells him he may take on water and then leave...quickly gets faced down by Buckley, ever the well-connected politico, who tries to pull rank, but gets rebuffed. One wonders if he ever did complain to his friend the General or Admiral so-and-so.

Nowadays when listening to talk radio or reading the "conservative" bloggers (yep-especially here in Maryland), one wonders how the kooks crept back into conservatism.

Does "Slow and Infrequent" Win The Race? Ask The Sun!

CP is sending this letter to The Baltimore Sun:

The Sun’s Laura McCandlish casually dismissed Howard Transit and Annapolis Transit service to BWI as being "slow and infrequent - geared probably more to those who work regular hours at the airport”. How would she know? (“Getting to the airport”, February 24

As the capital city’s former transportation marketing specialist who helped open the original Annapolis to BWI bus route, I have often taken that route and am aware of its limitations, but The Sun would have done a better job if it had simply provided helpful web addresses and phone numbers. Howard Transit’s hourly service takes 55 minutes from Columbia Mall to BWI with stops at Dorsey MARC and Arundel Mills. Annapolis Transit’s weekday service every two hours gets you to the BWI terminal in 45 minutes for only $4.00. That sounds great to me! A cab from Annapolis is close to $50.00 and if one drives and parks, the costs are even higher. Ironically, when one parks at the airport, one still has to take a bus to the terminal. Transit may not work for everyone all the time, but to say service is slow and infrequent only reflects Ms. McCandlish's bias.

Saving lots of money and not having to park may tip the balance for some.

Planes don’t always go when or directly to where we want. We must arrive early, wait in long lines to check bags, remove shoes, go through security, walk to the gate and then wait to retrieve luggage when we arrive. Does that make air travel slow and infrequent? Ask Ms. McCandlish. She’ll tell you.

Here is a good one from today's Annapolis Police Report:

UNLICENSED DRIVER: 2/27 4:19 AM Church Cir. near College Ave. - a
2005 red Toyota van was seen traveling in the wrong direction around
Church Circle. A traffic stop was made and the driver was identified as
Bayron Radolfo Enriquez - Castello, of Laurel. A check revealed that he
did not have a license. He was arrested and charged with Driving Without

The wrong direction at 4 in the morning!!!!! One does not even need to speak or read English to know this is the wrong direction. Otra vez, el hombre tiene un apellido Hispano!!!

CP brings public attention to these increasingly frequent notices of motor vehicle violations and driving without licenses from people with Hispanic surnames. I also amplify reports of people of different backgrounds who are egregiously violating our motor vehicle laws and our safety--especially the privileged Bay Ridge resident in the Porsche. But I am increasingly aware of the preponderance of Hispanics caught for driving without licenses. I think it is symptomatic of something bigger. I hope however, that we don't start hearing of something called DWH, or Driving While Hispanic, but I do wonder why those caught without licenses don't get a license. Or am I asking a rhetorical question?

CP Quoted in Baltimore Examiner (alas, but not The Capital) About Rail Legislation

CP joined District 30 Delegates Ron George, Virginia Clagett and Alderman Sam Shropshire and Julie Stankivic to testify in favor of state funding to study rail transit between our town and Baltimore and Washington as well as some form of local rail or transit in and around Annapolis. CP has been adamant about requesting express bus service NOW whether or not we decide to fund a rail study. This initiative came about because of Stankivic and Shropshire. While it looks as if the funding is not coming, we seem to have leaped ahead in terms of bringing state cooperation and interest and possible support.

"Paul Foer, an Annapolis activist, told the committee that while the city needs a rail station, express bus services to Baltimore City would be a quicker fix to the problem.

'It is absurd that in this densely populated, wealthy state, its capital does not have an express service,' Foer said."

My impression is that while the House Environmental Matters Committee is wary of passing laws to mandate such studies, there was a favorable reception to the idea of doing a study, and the hearing may lead to increased cooperation. In speaking with the bill's sponsor Delegate George, Alderman Stankivic and the MTA's Jim Knighton (who opposed the bill on technical reasons but not based on merit) after the hearing, we all sort of felt that we lost the battle but may win the war. However, the Capital's Andrew Childers had a very different take on the story, even failing to mention that Del. Clagett, a senior member of that committee, sat with Mr. George and testified on its behalf. They both represent the Capital's readers.
I suppose it would seem unfair to fault Childers for not interviewing me, aside from the fact that I am an Annapolis resident, the city's former transportation marketing specialist, a professional transportation writer and consultant and testified on behalf of the bill but certainly he ignored my impassioned plea for a bus! At least the Examiner, which does not have as much of a local focus as does The Capital, saw fit to at least include that. Here is The Capital's story:

Two Interesting Police Beat Tidbits....

10. AUTO ACCIDENT : ( Neither one should have been driving!) 2/25 6:27
PM 900 blk. of Bay Ridge Ave. - a 2006 Honda Civic struck a 2008
Mercedes while the Honda was backing out of a parking space in a retail
parking lot. The Mercedes was in the space next to the Honda. The
driver of the Honda, Suzanne Michelle Robinson, 39, of Breakwater Dr.
was charged with Driving on an Expired License, while the driver of the
Mercedes, Vziel Romero Zepeda, 22, of Admiral Dr. was charged with
Driving on a Suspended License. (08-001131)

Last week it was a guy from a fancy address in a Porsche going 80 mph while drunk on Forest Drive. This week it's two unlicensed drivers in new cars right in Eastport. One is a 39 year old driving a 2006 Honda and the other is a 22 year old Hispanic resident of Admiral Drive on a suspended license in a $50,000 to 75,000 car???? Admiral Drive is all apartments, many of which are low income or public housing. Keep reading these reports and you'll see all kinds of interesting patterns emerge.....yo no tengo una problema escribiendo sobre estas cosas porque yo creo estan importante...!

This Week's Poll: Public Housing

This week's poll is about our public housing situation, which seems to be on everyone's mind. You are invited to respond to the survey. The below has been supplied to us by Trudy McFall, Former Chairman of the Board of Commissioners, Housing Authority of the City of Annapolis (HACA) and currently continuing as a volunteer to advise the HACA Board on redevelopment activities. Ms. McFall is also a putative candidate for mayor. Reader comments are most welcome.

Annapolis public housing is beginning a major transformation from public to private/public ownership and to professional private property management. Four of Annapolis' ten public housing communities are targeted for rebuilding or rehabilitation with a mix of homeownership and rental homes.

The four properties underway are two in the Clay Street area, Obery Court and College Creek Terrace, and two along Admiral Drive, Annapolis Gardens and Bowman Court. These properties consist of 314 existing units, or 28 percent of the City's public housing.

After a year long community planning process and adoption of a master plan for the area last year, work will start in late 2008 on the first phase of the two Clay Street properties. All necessary State and County funding has been or is being secured for the project. In Phase One, 48 of the oldest and most deteriorated of the Clay Street units will be torn down, with tenants relocated to other Housing Authority properties. Replacing those units will be 50 new rental units and 14 homeownership townhouses that will return a streetscape appearance to the area and provide enhanced security for the residents. The new rental units will continue to receive public housing subsidies and will serve low and moderate income residents, but they will be under private management. A new 4,100 square foot community center will support programs to move residents toward self-sufficiency. The balance of the work in the Clay Street area is expected to be done in two additional phases over the next few years.

The two Admiral Drive properties, Annapolis Gardens and Bowman Court, are in the process now of securing the necessary State and County funds. The plan is to substantially rehabilitate these units, expand the community center, and install a variety of security measures. This development when completed will also provide a mix of homeownership and rental units and will also have private professional property management.

Mayor and City Administrator Have Had Six Years to Prove Professionalism

...and to think, she tries to discredit CP when he testifies in favor of a City Manager form of government. She just has to get her digs in, sitting up there in the big, center chair. No Madame Mayor, despite your impassioned reply, we do not have professional management, not from you or Mr. Agee. If he were so good, why would he be doing this job for the low salary he receives? Why does he not become one of the department heads he supposedly supervises and get a bigger salary? Why are we now the defendants in a handful of major lawsuits regarding construction and management mistakes?

Out of respect to your office and to The Council I did not rebut your snappy response to my testimony, nor did I refer to my disappointing experiences with Mr. Agee.

If you wish to be personally offended because reasonable citizens are discussing how to change our charter and style of government, that is your choice. We citizens are used to you taking liberties with your office, and somehow thinking you have to rebut and argue with anyone who dares to testify before you, just as we are used to your irascible and curmudgeonly personality.

We've been used to this for years and people ask me why I even bother pleading with you to tone it down. Okay. They are right. I've learned. I am no longer going to plead with you to tone it down. Please keep it up. It gets more fun all the time. A year and a half to go. All the more reason why need a City Manager form of government.

You Have Been Warned.....Have A Nice Day" Signed the Mayor and Aldermen

It's used in all kinds of plastic containers and wraps and even metal food containers but you have probably never heard of it--unless you attended or watched the City Council meeting last night. Mayor Moyer and Alderman Shropshire want every retail establishment in Annapolis to have a public notice about the presence of this compound. We heard a spirited debate with paid lobbyists including the omnipresent and still hanging-on Bruce Bereano and former Delegate Gil Genn speaking out against the notification requirement. Is it harmful? I dunno. City Council does not know. It seems there is some evidence that it may be harmful to pregnant women and developing fetuses. Thankfully, at least Alderman Paone tried to educate himself but admits he is unclear.

The mayor could not understand why anyone would be against such a notification and Shropshire went so far as to accuse Bereano of being a paid liar and apologist for industry. Well, duh! Of course that's what he is Sam. That would be like calling Jon Stewart a satirist or The Pope a highly decorated converter of souls. Hey--I agree with your assessment of Bereano, but whether or not he worked for the tobacco lobby or whether or not you like him is immaterial! He should have shot back and asked when did you stop beating your wife! As an Alderman, you can rake him over the coals with tough questioning but personal attacks are uncool. You discredit more than Bereano when you do that. Shame on you.

I have a question for Mayor Moyer and Alderman Shropshire. If you are so concerned about possible effects to unborn children, do you support abortion rights? For the record, I am strongly pro-choice, but I really question whether the BPA is harmful or not and certainly none of us in that room last night really know. Yes--it's not a ban, but if we need signs anywhere a can or bottle is sold, what's next? If you think that suggesting the average dolt go to a web-site and attempt to understand it further, well CP can just imagine. If we still had a hospital in town, they'd want signs in every baby delivery room warning the baby of the following:

"Dear newly born. Congratulations for being born and not aborted. Be advised, thanks to Republican tax and spending policies you now have an unpaid balance of $26,000. Be advised that milk contains fat and other chemicals. The air you breathe may contain toxins. So does the water. Your parents might be wacky. There is war, violence and disease. Life is full of risks. And by the way, you are going to die one day. If you are unable to read this, an interpreter will be provided."

The baby cries. The interpreter is called. The interpreter reads the sign, looks at the baby and says:

"Goog, goo, gah, gah, ba, boo boo, beh, goo, goo gah, $26,0000 goo goo ga ga......"

I think we'd be better served if we put signs up at every entrance to Annapolis and all along our boundaries that read:

"WARNING: YOU ARE ENTERING ANNAPOLIS, A DRUG-INFESTED, CRIME-RIDDEN AREA. YOU MAY BE SHOT AT, MUGGED OR BEATEN. THREE PEOPLE HAVE BEEN MURDERED ALREADY THIS YEAR (of course we'll need to regularly update the numbers)...AND BY THE WAY, IF YOU ARE A FETUS OR A PREGNANT WOMAN AND CONSUME OR DRINK ANYTHING FROM A CAN OR BOTTLE, YOU MAY GET SICK....ONE DAY...PERHAPS....MAYBE....BUT WE DON'T KNOW.....BUT YOU ARE MORE LIKELY TO BE SHOT....YOU HAVE BEEN WARNED...HAVE A NICE DAY

HB 104 Will Stiffen Penalties for Drug Activity Near Schools

Ladies and Gentlemen of the struggle,

There is a bill that is going before the judiciary committee on March 4th that has an impact on both Clay Street and Eastport. It is House Bill 1054. The bill will stiffen penalties for drug activity within 1ooo feet of community centers, very similar to what is now in place around
schools. The bill has full support of delegates but it can't seem to get past Mr. Valerio who is the Judiciary Committee chair and who has not allowed this in the past because he said the judges were not using their full discretion already and that adding to the penalty wouldn't serve any
purpose.

In my mind, any tool that we can provide the law enforcement with in these high crime areas is a good one, especially when the crimes are increasingly violent.

I have spoken with the sponsor, Delegate Ron George, who said the more activity that we
can create around the bill, the more pressure is put on Mr Valerio to allow it to go to the House floor for a vote. Here is a link to the bill:

What The Baltimore Sun Says About the High-Level Response To Our Crime--Unabashed Cynicism
