The Time To Stop Slots Is Now!

"In our efforts to defeat big gambling interests on the slot machine referendum this November (Question 2 on your ballot), we believe it is essential to get our message out to the voters. With only two months to go before voters go to the polls, the time is now to educate Marylanders on the adverse impact slot casinos will bring to our communities. Our Region's Transportation Plans
Here is your chance to weigh in:
The BRTB Invites the Public to Submit Comments on $2 Billion of Proposed Transportation Projects
August 21, 2008 (Baltimore, MD) - Over $2 billion dollars worth of transportation projects and improvements are being proposed in a new draft transportation program, released for review today by the Baltimore Regional Transportation Board.
The final draft of the 2009-2012 Transportation Improvement Program (TIP) for the Baltimore region is a list of transportation priorities and projects for which federal funding will be requested over the next 4 years. Projects are drawn from recommendations in the long-range transportation plan for the Baltimore region.
Proposed projects include:
· New hybrid buses
· Repaving area roads
· Bridge repairs and painting
· Bike trails
· Beltway widening
· Improved traffic lights and coordinated signal systems
· MARC stations
· New transit line
Additionally, an air quality report looking at the potential impact transportation projects could have on the region's air quality has also been released for public review. The Draft Air Quality Conformity Determination addresses two plans: The Final Draft 2009-2012 Transportation Improvement Program and the Final Plan for Transportation Outlook 2035.
This report concludes that implementation of the projects in the 2009- 2012 TIP and Transportation Outlook 2035 does not worsen the region's air quality or delay the timely attainment of the national ambient air quality standards. The pollutants addressed in the conformity determination include ozone, fine particulate matter, and carbon monoxide.
The draft TIP and Air Quality report are available online in database and PDF format at www.baltometro.org. Print versions are also available at the Regional Information Center, as well as select local libraries and planning offices in the region.
Comments about both the TIP and the Air Quality report may be submitted online at www.baltometro.org/bboard, in writing to Baltimore Regional Transportation Board, 2700 Lighthouse Point East, Suite 310, Baltimore, MD 21224, by fax to 410-732-8248, or by e-mail to comments@baltometro.org.

New York Times Extolls Annapolis--Expect More Tourists
At least this article suggests that visitors park at the stadium and take the free shuttles into town. Amen to that, however, it also encourages those !#@#!@$% Segways! What's wrong with walking--especially when it says most people don't venture beyond the shops near Ego Alley? The NYT writes, "Segway riders roll en masse for tours."
En masse? En masse? Yes, that is so....so en masse. Gads, CP hopes not. Perish the thought. Sharpen up your slingshots.
NYT mentions two cutesy shops to visit, although CP has never heard of them, adding yet more fuel to the fire that says downtown has little to offer residents anymore, and then those ironic New Yorkers spend a few paragraphs about the Naval Academy, stating that Jimmy Carter was a member of the class of 1946. Hey NYT--WRONG!!!! He was a member of the Class of 1947, but graduated in 1946 due to wartime acceleration.
NYT says that St. John’s College "plays Athens to the Naval Academy’s Sparta." That's a pretty cool description, and then it of course mentions the croquet tradition between our two local institutions. NYT tells that Lafayette visited here in 1824 yet somehow missed how he camped here during the Revolutionary War (There is a sign about it in Eastport).
However, one glaring omission, or set of omissions, is that the article says nothing about our conference and visitors bureau or any of the handful of visitors centers in town, except the one at the Naval Academy. Not a word about the center on West Street or the newer Historic Annapolis Foundation's History Quest downtown or the seasonal kiosk by the Harbormaster's Office or the one in the State House. How could this happen? I can only wonder what the dedicated folks at the Annapolis and Anne Arundel CVB are going to say about that.
Back in 2002, NYT also visited our little town by the Bay, but that piece also required a correction which read: "An article in the Escapes section on Friday about spending 36 hours in Annapolis misstated the name of the bridge that links downtown Annapolis with Eastport. The bridge is the Spa Creek Bridge, not the Compromise Street Bridge, although it is known locally as the Eastport Bridge."
Is it? Or is it The Spa Creek Bridge? Or is it the Eastport Spa Creek Bridge? Or the Spa Creek Eastport Bridge? I could just imagine a reporter going to New York and writing about the Versacci Narrows Bridge or the Frog's Neck Bridge.
We can only hope that the tourists who visit will park at the stadium, take a free shuttle into town, spend lots of money and then leave....and NOT go rolling around on a Segway!

Annapolis Police : Good News
People have said this blog is all negative. Well, with the situation and how it is handled, are you surprised? However, our cops--county, city, state, federal are also doing a helluva good job with non "criminal" stuff too. The ACPD asked to spread the word--and we are happy to do so!
Usually, first and foremost what people want to hear from a Police
Department is Crime Information. Well, there is good news and bad, but this being a good news venue, we’ll just talk about the good!
Seriously, we just finished compiling the statistics for the first half of 2008. We won’t bore you with all the numbers here, but you can find them at:

In a nutshell, yes, over all Part One Crime is UP, but VIOLENT CRIME is DOWN. Significantly down. The increase is overwhelmingly accounted for by Larceny- Petty Theft crimes. Now, no one likes to have anything stolen from them, and we make every
reasonable effort to address those crimes too, but recently there was the perception that we were backsliding seriously on Violent Crime, and, most would agree that Personal Safety trumps Property Security. We have taken many steps to address Violent Crime and we think it shows in the numbers. We’ll of course strive to do better, as well as work on the property crimes.
It’s been another highly successful Summer with our Youth Outreach Efforts. Officers and Citizens, as well as Businesses, joined together to mentor several selected children, and letting them interact with Police Officers in a positive setting. Two Fish Camps, two Basketball Camps, and a Soccer camp were held. We’re in the process of planning
fall activities now.
Back to Crime Matters:
We cleared by arrest one of the homicides of 2008, the apprehension of persons sought on outstanding warrants is up 25% and we have seven new recruits presently in field - training, who will be on full duty very shortly. In June, the State Police assisted us with a major drug investigation and numerous street - level dealers have been arrested as
a result. Two of our officers helped a disabled woman escape from a fire; On July 1, 2008 at 1528 hrs, Radio dispatched officers to 701 Glenwood St, apt #515 for a fire in an apartment. Radio further stated that the resident was blind and could not get out of her apartment. Officer Floyd Carson arrived in under two minutes and immediately responded to apartment #515. Outside the apartment door was an elderly female
coughing and had mucus coming from her nose. Ofc Carson asked her if there was anyone else in the apartment. The victim was coughing so much, she was unable to respond to Ofc Carson. Ofc Carson carried the victim to the end of the hallway where there was less smoke. Ofc Carson then returned to apartment 515 at which time Officer Ben Keck had arrived. Ofc Carson kicked open the locked door at which time a massive
amount of smoke billowed out of the apartment. Ofc Carson and Off Keck entered the apartment briefly but were overcome with smoke. Ofc’s Carson and Keck then started to evacuate residents off the fifth floor. The smoke in the hallway increased and visibility was poor. Ofc Carson went back to the victim and told her that they had to leave. She was unable to walk due to smoke inhalation. Ofc Carson picked her up and placed her on his back and carried her down the stairwell. Several residents were transported to AAMC for smoke inhalation. Ofc Carson and Off Keck went above and beyond the call of duty when they entered that building without hesitation and without regard for their own personal safety to save a trapped blind woman.
During the recent months, our officers took over 150 grams of crack cocaine off the streets in Annapolis. While for sure the trade has not been eradicated, that certainly dents it. 51, 29, and 23 grams were recovered in single incidents.
Here are a couple of examples of the kinds of arrests our officers make day in and day out:
5/18 11:28 PM 1155 Madison St. - an officer on foot patrol approached a suspicious man, who discarded two baggies as he walked way from the officer. He was apprehended and the baggies were recovered. They contained approximately 23 grams of crack cocaine. 18year old Dirk Terrell of College Creek Terrace was arrested and charged with
Possession of Drugs With The Intent To Distribute. He is currently being held at the Detention Center in lieu of a $250,000.00 bond. (08-003760)
June 12th at 12:35 AM, an officer recognized a passenger in a cab, that was on Bywater Road approaching Copeland Street, as 21 year old Keith Bithol Williams, of Admiral Drive. The officer knew that Mr. Williams was wanted on a warrant for First Degree Assault and other related offenses. The charges stemmed from an incident on May 18th, in which he fired numerous shots into an occupied apartment on Newtowne Drive after
he had been in an altercation with one of the residents. The officers were in an unmarked car and had to follow the cab until officers in marked cars could arrive. The cab stopped at the Holiday Inn on Riva Road. Additional Annapolis as well as Anne Arundel County officers arrived to assist. Mr. Williams was arrested on the warrant without incident. During the arrest, approximately 29.2 grams of crack cocaine, 2.1 grams of marijuana, an electronic scale, and over $2,000.00 in cash were recovered from his person. He was also charged with Drug Possession With The Intent To Distribute. He is currently being held at the Detention Center in lieu of a $2,250,000.00 bond. He had been featured on the
Cable TV show, Anne Arundel County’s Most Wanted. (08-003566)

NEIGHBORHOOD WATCH POLICE REPORT
SPECIAL NOTE:
As of today, we are launching some changes to the NEIGHBORHOOD WATCH POLICE REPORT.
First and foremost, you will notice the new format. We think this will be a more readable version.
Next, over time, you will see the focus of the report change. Many people have told us that they depend on the report for their basic crimes occurred information. To serve that end, we strive to include every significant ( which is at times, a subjective judgment) crime, along with the unusual, the off-beat, and sometimes even mundane. Pretty much anything deemed to be of interest to the public at large is included. One of our goals with the report is to give some understanding as to what police officers do day in and day out (and its not always exciting) .
We have recently contracted with a private service to post Part One Crimes Online. The format includes many useful features such as varying search and sort options. Annapolis Crime Information can be found at CrimeReports.Com.
Part One Crimes are: Murder, Rape, Robbery, Aggravated Assault, Burglary, Theft and Auto Theft.
The information on CrimeReports.com does not give details though. While we will not include "routine" Part One Crimes generally, we will continue to detail most residential burglaries, robberies, and all "major" crimes. We think information such as methods and circumstances of crimes may be useful for the purposes of the public in seeing how the crime occurred and, more importantly, how they might take steps to prevent a similar one from happening to them.
CrimeReports.com will free us from reporting on the "routine" crimes such as car break ins, and allow us to focus the report more on the major crimes, and the ones that seem to be of the more interesting type regardless of the seriousness. We will also be able to provide more information on the progress of investigations and crimes closed by arrest.
("routine" and "major" are in quotes, because we realize all crimes are important and major, especially to the victims, but, of course judgments have to be made as to which ones to detail in the report.)

A couple of weeks ago, we commented on a local Police Beat piece about a local person who was scammed with a fake check after advertising her/his services on the popular Craig's List site. Coincidentally, about the same time, CP posted on the same site for services, including one for tutoring. Lo and behold--look what came to my mailbox today:

5. Oh we'll find her a place up near the airport.

8. Most definitely, as soon as we get it fumigated...or not.
