Yikes. This Sarah Palin is one dipsy floozy. How these comedians ever managed to get her on the line is curious enough, but how Palin's campaign and how Palin herself were stupid enough to believe she was really speaking with President Sarkozy in this five-minute prank phone conversation is beyond me. As you know, I've not thought much of this pitbull with lipstick but I'd take a year of Dan Quayle over a day of her anytime. Heck I would have taken a year of Reagan or Goldwater over a day of Bush Two. At least they had honest conservative principles, but this Palin!!! Primal scream!!! Please--if you are undecided or leaning toward McCain or know anyone else who is, PLEASE, PLEASE try to explain to them that Palin is so stupid, so narrow-minded, so un-presidential, so totally unprepared that a vote for McCain is pretty much a vote to put her in the Oval Office sometime in the next four years. Could you imagine her taking a real call from the Kremlin or 10 Downing Place??? She makes Peter Sellers in "Being There" look like a Rhodes Scholar. Puhleeze!

It's To Laugh......
One of Maryland's most outspoken, hyperconservative, far-rightwing blogs is melting down day by day as its hopes for a Palin takeover of America fade away. They also take their ire out on Congressional Candidate Frank Kratovil and are freaking out because his own party is now throwing money his way. That's what parties do! Of course this blogger did not seem to mind that other outside groups sent money in to Andy Harris. In any event....they are now taking just about every newspaper in the district to task for either endorsing Kratovil or for otherwise not helping, liking or praising Andy Harris..or running ads against him (well..that's what newspapers do--they accept ads...). Is this just a case of a blogger hating the mainstream media? Or does this blogger hate mainstream views? I think that's it.
BUT GET THIS....THIS ONE MADE ME LAUGH SO HARD I ALMOST LOST MY BREAKFAST....They are angry that our own local newspaper endorsed Kratovil instead of Harris and here is what they had to say:
The Annapolis Capital - another bastion of mainstream views.
Is that not wacky? A BASTION of mainstream views...ooohhhhh....hey pal, that pretty much is what media are in this country. We could call your blog a bastion of hyperconservative views...yes. That's why you exist. So what? But to bash a mainstream, corporate, mass circulation, daily newspaper and for being mainstream is just..well where do I begin to explain? A Bastion!!! That's like calling the military a bastion of soldiers or the teacher's union a bastion of educators...All such statements do is further cement in the minds of thinking individuals that blogs such as yours are nothing more than BASTIONS of rightwingnuts.
The Annapolis Capital - another bastion of mainstream views.
I love it. I gotta go for a walk.....

"There is no God"....oohhhh....Right Wing Republicans At it Again
About to-be-unseated North Carolina Senator Elizabeth Dole has run what would be the most laughable television ad in history ...if it were not so despicable and egregiously disgusting...not to mention misleading, inaccurate, false etc. Hey-we know politicians get mean and nasty and say ridiculous things with their ads and sometimes, ooh, distort the truth etc., etc....but to misleadingly attack her opponent by labeling her as "Godless" is below the belt, beyond the pale, out of bounds etc., etc...but it does show how low the desperate republicans are willing to stoop to grab on to, scare, recapture their far-right wing element. Hey--most of us don't even care if someone is religious or not, or what brand they have bought into, as long as they keep it out of secular, political life. If only Republicans had woken up and understood that its the "God, guns and gays" issue Republicans that have doomed their party. That's why McCain (or somebody) chose Palin...and why Plain has likely cemented their huge upcoming losses. Dole's thing is worse than what that Republican Congresswoman from Minnesota did recently. See Dole's ad here with commentary from The Young Turks:

In Memoriam: Sam Gilmer
If you have been in Annapolis for a while, you probably knew or had heard of Sam Gilmer, long-time alderman, who passed away recently. He was a scrappy and tough guy who spoke his mind and served the city and his constituents for many years and we recognize him for that service. Services will be held at 11 a.m. Monday at the Mount Olive African Methodist Episcopal Church on Hicks Avenue, where he had been a member for 30 years.

Don't be An A-- -- Come toThe Donkey Breath Awards
Don't miss it this Sunday at the Eastport Democratic Club, 3 to 5 pm. The Donkey Breath Awards salute our elected officials: members of Congress, state legislature, County Council, and City Council. They get a keepsake on a ribbon and there is plenty of good beef, turkey, salad, and rolls. Cash bar. All this for only $25. Speaker Mike Busch gives a rousing speech, and everyone gets fired up for Tuesday.
There should be PLENTY to celebrate this season! (or at least it will get your mind off the stuff we aren't celebrating these days...). For further information contact Nick Berry, Chair, ADCC, at jandnberry@msn.com or 410-263-1139.

This 21 Year-Old Is A Danger to Our Safety!!! PCP Strikes Again!
In an upcoming post, I will tell you how a driver who had smoked PCP, nearly killed my wife and son-but he did wreck our car. In today's neighborhood crime watch we learn of a serious police chase in our city yesterday that resulted in a big jam on Aris T Allen Blvd. That was all we knew until we read the crime watch. Here is an excerpt:
This time, he swerved towards an officer on foot, causing that officer to jump out of the away as he narrowly missed being struck. The Ford then left the area with police cars following. He struck a State Police Car twice while fleeing, and drove the wrong way on Rt 665. While doing so, he ran another motorist off the road, causing that driver to strike a tree. The driver of the Ford finally stopped in the 3000 block of Riva Road at his residence. He resisted efforts to get him out of the car and take him into custody. After a struggle, the arrest was effected. Justin Michael Sellman, 21, of Riva Road was charged with First Degree Assault, numerous Traffic Violations, and other related offenses. He appeared to be under the influence of PCP. He is currently being held at the Detention Center in lieu of a One Million Dollar Bond. (08-006864)
It gets worse. It appears that his driving killed a woman and injured her daughter. Who is this offender? CP simply typed his name into Google and got this from danger on four wheels:
Woman killed, daughter injured in Anne Arundle accident
Another senseless death and injury of innocent people possibly due to alcohol use.
Quote:
Woman killed, daughter injured in Arundel crash
Dunkirk woman's minivan struck head-on by car that crossed centerline
"A Dunkirk woman was killed when her minivan was struck head-on in southern Anne Arundel County, police said this morning."
"...was declared dead at the scene of the crash... ...after her 2000 Honda Odyssey was hit."
"...9-year-old daughter sustained multiple injuries and was flown to Washington Hospital Center, where she was in serious condition."
"...a 2007 Mercury Grand Marquis north when it crossed over the centerline... ...Her van spun halfway around and veered off the road, while his car crossed back over the centerline and came to rest on the northbound side of the road."
"It has not been determined if Sellman was under the influence of drugs or alcohol when the collision occurred, police said. The driver behind him before the collision told police the car had been swerving in the road. Police are continuing to investigate."
_____
Surely the 'swerving in the road' wasn't due to alcohol use. I'm sure he must have learned his lesson about that when his Dec06 citation for OPEN CONTAINER IN VEH/ALCOHOL was nol prossed.

Pardon Me For Barging In Like That
Yet another controversy is brewing on the Eastport waterfront with a local marine business up against some local residents. The alderman is working on legislation. The harbormaster says he won't enforce the existing law until it is rewritten. A local activist is concerned. There is a recollection of a ghastly 100 foot barge that once moored near the harbor for many months. I'll bet that most Eastporters, including our alderman and resident Chris LeDoux never saw Sam Sardinia's monstrous housebarge that 20 years ago led to the existing legislation. Stay tuned.
Barges?

I'm Sure We Could FInd You One If We Just Had A Little More Time...
Just in time for Halloween, CP came across this on Annapolis Craigs List. I am not making this up. Can anyone help Alex?
We urgently need an anatomical model of a skull for a movie we are shooting tomorrow. If you know where I can get one, I am willing to pay well. Call me at 410 - 212 - 6971. My name is Alex.
CP NOTES: Will a real skull do? Oh here's one...it's in the jar marked Abby Normal......oops that's a brain, sorry. What do you mean by "I am willing to pay well? I mean, is there a market for such items? Try the Body Works exhibit. It was just at the MD Science Ctr.

Fox News: Phony, Bogus, Unethical
Fox is a phony right wing media outlet. It wants conservatives and Republicans in office. Fox today reported that the "gap" between McCain and Obama is narrowing based on a poll. This is phony BS. Fox is trying to fashion the news, not report it.
Fox, not unlike many other news media, conducts polls and reports on them, but why is their poll so different and so divergent than just about every other poll that shows Obama continuing to outpace McCain, even in so-called "battleground states"?
Fox reported that,"the race has tightened with Barack Obama now leading John McCain by 47 percent to 44 percent among likely voters, according to a FOX News poll released Thursday. Last week Obama led by 49-40 percent among likely voters."
While CP did find that the Chinese news service Xinhua sort of but not completely agrees with Fox, let's compare Fox with other news media.
Reuters:
Democrat Barack Obama has opened a 7-point lead over Republican rival John McCain with five days left in the race for the White House, according to a Reuters/C-SPAN/Zogby poll released on Thursday.
Obama leads McCain by 50 percent to 43 percent among likely voters in the three-day national tracking poll, building on his 5-point advantage on Wednesday. The telephone poll has a margin of error of 2.9 percentage points.
It was the second consecutive day Obama's lead has grown as the two-year presidential battle draws to a close. McCain is struggling to overtake Obama's lead in every national opinion poll and in many battleground states.
Let's see what The Los Angeles Times has to say:
As history predicts, national polls began showing a distinct tightening in the presidential race between the Republican ticket of Sen. John McCain and Alaska Gov. Sarah Palin and Democratic Sens. Barack Obama and Joe Biden this week.
But with time running out before Tuesday's balloting -- and millions already having voted early -- state polls, which usually do trail national surveys, have yet to show any discernible movement toward McCain, according to new research just released by Karl Rove & Co.
Sixty-six new state polls since The Ticket last published this map on Sunday have seen Obama's leads solidify and moved Nevada's five electoral votes from the tossup category to Obama's column.
(CP NOTES--did you see that? Not even Karl Rove's outfit shows any movement toward McCain!!!--hey Fox, listen up!!)
CNN says:
With five days left to campaign, new state polls show a growing challenge for McCain.
Obama has widened his lead over McCain in Nevada, North Carolina and Pennsylvania, according to CNN/Time/Opinion Research Corp. polls in those states released Thursday.
Obama also is holding onto his lead of 4 percentage points in Ohio, while McCain is up by 7 percentage points in his home state of Arizona, according to the polls.
Associated Press writes:
Barack Obama has pulled ahead in enough states to win the 270 electoral votes he needs to gain the White House — and with states to spare — according to an Associated Press analysis that shows he is now moving beyond typical Democratic territory to challenge John McCain on historically GOP turf.
Even if McCain sweeps the six states that are too close to call, he still seemingly won't have enough votes to prevail, according to the analysis, which is based on polls, the candidates' TV spending patterns and interviews with Democratic and Republican strategists. McCain does have a path to victory but it's a steep climb: He needs a sudden shift in voter sentiment that gives him all six toss-up states plus one or two others that now lean toward Obama.
But don't take my word for it. You can of course do a web search or try this site which analyzes lots of polls and analyzes other analysts: usaelectionpolls/
The point of all this is not only that FOX is phony, but we must get our news from a diversity of sources, unless of course you only have time to read one--just read CP! It also shows us how all polls are suspect in one way or another and must be read and understood carefully. We know the only one that counts is on Tuesday SO PLEASE VOTE! If you are still undecided, maybe you should focus on what to have for dinner tonight. Hamburger? Maybe. Chicken? Possibly. Maybe a grilled cheese sandwich? How about a big salad and some bread? Oh, maybe you should just keep thinking about it....zzzzzzzzzzzz

A Tale of Two Boat Shows/ Sun? Capital?
With the Greatest Depression upon us, of course everyone was worried that sales would sink at the recent boat shows. Mayday! Mayday! We now turn our attention to how our local and regional newspapers reported on the event, but first I wish to remind everyone of the Capital's newsblog video on October 10. It featured an interview with Annapolis Yacht Sales President Garth Hichens BEFORE the sailboat show saying that in times of economic or market downturns people actually will put money into a boat rather than into the markets because they don't expect a return from the market whereas with a boat...at least they'll have a boat to enjoy. He believes the boating business can do well in such times. A bit of contrarian thinking--but it seems plausible for some folks.
So, the shows came and went. Our local paper told a story not quite of gloom and doom but focused on growing interest in refitting the old rather than buying new. It was headlined "Boat owners fixing what they have-Financial uncertainty pushing upgrades over buying new". Reporter Katie Arcieri interviewed Hichens after the show, noting that his "company is a top seller of Beneteau sailboats" the world's number one boat builder. Arcieri reports Hichens as saying, "Sales may have been better if the stock market hadn't dropped so drastically the Friday going into the show."
Hichens added that, "The boat show was definitely slower - the positive side of the shows was the exhibitors were all there and the customers were there.....We were not surprised when people were not taking their checkbooks out of their pocket."Mr. Hichens also said he does not see this as reflective of problems in the overall boating industry.
CP must ask for some clarification. Is a down market good for boats or bad for boats??? How come CP noticed the two different views from the same person but a week or two apart--both published by The Capital-but its own reporter did not?
On to the regional newspaper which seemed to think the boating business was buoyed rather than sinking. Nicole Fuller wrote, "We all know times are tough. Stock prices are way down, and the credit market is drying up. There's talk of another stimulus package. But the past two weekends at City Dock represented a bright spot in the financial crisis of 2008. Two of Annapolis' premier events - the sailing and powerboat shows - may have seen slight dips in attendance, but boaters were still buying."
Case in point. People in business so rarely will tell you what's really going on-and the reliability factor versus the serendipity factor within the boating business is suspect for the same reasons it is in other sectors. But hard and fast figures are hard to get. So read and judge for yourself at:Boat
More Boat

Have You Ever Seen Three Such Different Candidates?
Check out this video of the closing statements for the three candidates in the First Congressional District. Watch it and make up your mind--watch the entire debate if you want but the closing speeches give a good flavor.
One is a negative attack dog
Maybe there are two of them.
One is a screaming partisan who wants us to hate the other perhaps equally partisan fellow for being partisan.
Another is a screaming partisan who wants us to hate the other perhaps equally partisan fellow for being partisan. That makes two of them.
One sounds like a political science 101 lecture.
One hates the other party.
Another hates the other party.
One dislikes the other two parties.
One entirely ignores the "third" party. Maybe two did.
One is a rather bland professorial type who read from a prepared speech
One said nothing about who he is or what he wants to do or why we should vote for him.
Actually two did that...I think
One spoke to issues and more issues, making a case for why we should vote for him.
Ahh decisions, decisions. Life is all about decisions. Do I want a low-tar cigarette that tastes bad or a high-tar cigarette that tastes good...wuh? Where did that come from?
See it at: Three Men (Three blind mice? Three stooges? Tres hombres?)
PLEASE VOTE!!!!!!

A Primer on The City Manager Issue
Here are some good sources of information about the city manager topic being debated right here and right now. The first piece comes from Citizens for a Better Annapolis, which is spearheaded by Trudy McFall, an active (though not official) candidate for mayor. This new report shows that it is a common, perhaps increasingly common form of government and that it has been discussed, debated and analyzed in Annapolis for a long time. This is despite the protestation of the mayor that she needs to officially hold a series of informal hearings on it, and from her closest council supporter that we should continue to study the issue.
See here:CITY
Meanwhile, this is being discussed in Frederick, MD. The writer notes that while Frederick's population is much greater than that of Annapolis, it's government is much smaller. I ask if you have noticed how active and vibrant its downtown seems to be? See: Frederick News Post
I will again refer you to other posts I have written about concerning this issue:
This is a table I created to show the differences between our current style and what a new structure could be like. The best way to ensure professional and expert management of the day-to-day activities of our large and complex bureaucracy is to hire professionals who manage well and are managed well. We must explore if a City Manager is the best way to do this and I hope to spur interest in revisiting the report created by a charter commission some years ago which recommended similar changes.
A City Manager style of government has disadvantages as well, but I believe this issue is so important that we must get started on it in 2007.
One major difference between our current system and a CIty Manager style is that rather than having the Mayor choose a City Administrator, the entire Council, including the Mayor, will choose a City Manager. With professional credentials, sworn adherence to ethics and standards, and experience as a City Manager or perhaps as an Assistant City Manager in a much larger city, the new City Manager will come to work without any political ties. I would like a City Manager to set up performance measures and policies to ensure accountability. By focusing on daily operations of government, the Mayor and City Council can then attend to budget, policy and legislative issues.
We must create a process, that from the very beginning, will ensure buy-in from all parties and ensure action toward its conclusion.
The Strong Mayor Versus Weak Mayor Form of Government
| What We Have Now | What We Might Consider Having |
| Mayor chairs city council | Mayor chairs city council |
| Mayor elected citywide | Mayor elected citywide |
| Mayor hires City Administrator based on Mayor's interest and preferences and he or she serves at the pleasure of the Mayor. | City Council hires City Manager based on professional credentials and experience after a nationwide search and majority vote. City Manager serves at pleasure of City Council. |
| City Administrator earns less than employees he or she supposedly supervises, but in what does this result, other than providing an ostensible chief of staff to the Mayor? | City Manager will require a higher salary yet provide more supervision, oversight, authority and a more managerial link to City Council. |
| Mayor solely decides whether to dismiss City Administrator for whatever reason. City Administrator is able to retain position even if exempt employees (department heads, police chief etc.) do not perform according to requirements. | City Council holds City Administrator accountable through a contract based on performance measures and evaluations.
|
| Mayor can choose department heads, create new positions, and place political allies in these positions. Mayor and City Administrator are supposed to oversee city departments, but with varying regularity or consistency. Exempt employees are not hired or fired based on performance standards. Everything is politicized. | City Manager hires and fires all exempt employees based on qualifications and not political preferences. City Manager oversees city departments with consistency and regularity because his or her job depends on meeting performance criteria and because of the standards and ethics sworn to by certified city managers. |
| Only Mayor or City Administrator can interfere with or provide oversight or supervision directly to city departments. City Council is not necessarily informed of or properly communicated with in regard to activities and operations. | Only City Manager can interfere with or provide oversight or supervision directly to city departments. However, since the City Manager answers directly to the nine City Council members, communication and involvement, if indirect, is at least much closer to being guaranteed. |
| Non-performing officials can remain in office for years, even if not competent. Or, we see a major debacle (or a major success) and nobody will necessarily get fired (or promoted or rewarded). | Non-performing officials are more easily relieved of duties because of accountability and performance standards, and are more likely to be promoted or rewarded when so deserved. |
| Today, the Board (i.e., City Council) cannot fire the CEO (the Mayor). Only the shareholders (voters) can do this, and only every four years. | A majority of the nine Board members elected by the shareholders can fire and replace the CEO at any time. |
In other words, we lessen the mayoral executive and legislative stranglehold on city government, return power to the directly elected council, ensure professional qualifications to really MANAGE and allow mayor and council to deliberate and legislate. And finally, ever since we have had a city administrator, have you ever known the person in that office or what he did? If there is a city manager, he or she will be the one in charge and you won't be able to miss that person.
Meanwhile, once you have read through all this and debated and discussed it for twenty years and attended all the mayor's "Less Action, More Talk" workshops, you can vote about it in our current poll--at the right column....or just forget all the facts and just vote anyhow....heck--it's just a non-random, self-selecting, non-scientific poll..but it's fun.

The following is from The Center for the Study of Local Issues (CSLI) at Anne Arundel Community College conducts surveys of Anne Arundel County residents each March and October, offering students a valuable learning experience while providing the community with public opinion findings. What CP finds interesting is that Bush's approval rating has sunk from a paltry 28% to an abysmal 24% yet McCain and Obama are tied, yet it appears that 19% of the surveyed voters chose neither, which likely means they are undecided. Undecided? Still? Not yet figured it out between Oct. 20-23rd?? Hulloah! Wake up and smell the coffee. The CSLI is one of our terrific local resources and Director Dan Nataf is a long-time and always excellent source of news and analysis. And now the news release:
These surveys focus on items of significant public and policy interest. I have summarized the major topics included in the fall survey below; the press release and questionnaire (with percentages substituting for the original answer values) are enclosed. A copy of the press release is available in pdf format at survey along with all other press releases (and other information about the Center) since 1995.
Some of the major findings from this fall's survey include:
Rising Concern over the Economy: Numerous variables tapped into economic anxiety. Over one-third (38 percent vs. 23 percent last spring) of respondents thought the economy was 'the most important problem facing the residents of Anne Arundel County at this time' - the highest percentage ever recorded in our surveys for any single response category. Perceptions of the county's economy dipped as well with 49 percent (vs. 44 percent last spring) saying that economic conditions were fair or poor. As was the case last spring, utilities, slowly rising salaries, taxes and transportation costs topped the list of economic problems respondents said applied to them. However, a new item "significant losses in stock or retirement accounts" was added this fall and immediate rose to the most cited item (71 percent saying it applied to them).
Right direction/wrong direction: There was little change in the percentage saying that the county was moving in the right direction - 52 percent - compared to 50 percent last March.
Ambulance fee: A majority (67 percent) opposed a $500 ambulance fee to help pay for county services.
Sports leagues, park fees: Half of the sample favored "creating or increasing fees to sports leagues that use public parks to cover the cost of maintenance of those parks."
Increasing impact fees: Two-thirds (63 percent) said they would favor "increasing impact fees on new construction in our county."
Increase hotel tax: Only about a third (33 percent) favored increasing "the tax on hotel stays from 7 percent to 10 percent."
Illegal immigration: A large majority (70 percent) favored "efforts by police to identify illegal immigrants and refer them to federal immigration services."
Environmental measures: An overwhelming majority (84 percent) favored "environmental measures meant to restrict development in the critical areas."
Drinking Age: Less than one third (29 percent) favored "decreasing the drinking age to 18."
Wind turbines: A majority (80 percent) favored making it "easier to install wind turbines to generate energy, even in scenic places like across the river from Annapolis where the old radio antennas are located or in state parks in Western Maryland."
Slots Referendum: A majority (52 percent) said that they would be voting in favor of the slots referendum listed as question 2 on the Nov. 4 ballot.
President George W. Bush's job approval: There was a drop in President Bush's job approval from 28 percent last March to only 24 percent saying "approve" this October.
Presidential election preferences: The presidential election was exceptionally close, with a weighted sample saying that there were about equally likely to support Barack Obama (40 percent) as John McCain (41 percent).
Methodology: The survey polled a random sample of 579 county residents who were at least 18 years old. It was conducted Oct. 20-23, 2008, during evening hours. Phone numbers were derived from a database of listed numbers as well as computer chosen, randomly assigned numbers. There was about a 5 percent statistical margin of error for the overall sample; the error rate was higher for subgroups such as "Democrats." The dataset was weighted only by gender to better represent the general population for those questions that did not involve the presidential elections. In the case of the latter, party and gender were both used to weight the sample. College students were trained and used as telephone interviewers.

Can We Afford to Cut the 921 Commuter Bus to New Carrollton?
The Maryland Transit Administration is proposing a number of bus and train reductions to cut costs. Annapolis area patrons should be concerned about the possible elimination of the 921 Commuter Bus which serves Annapolis to New Carrollton with Express Service via US 50 to West Street, Harry S. Truman Park & Ride, Davidsonville, and New Carrollton Metrorail Station. CP has taken this efficient, comfortable and convenient service many times, as recently as two weeks ago to New Carrollton and and there were a lot of customers on board leaving Annapolis at 4 pm on a Tuesday afternoon. We need this service!
The transit alternatives, Route Nos. 922 and 950 operate Express Service via US 50 to
West Street, Harry S. Truman Park & Ride, and Washington, DC. are not subject to any proposed changes. What the MTA does not tell you is that these routes are almost always overfilled beyond their seating capacity. What do you think will happen to them if we cut the 921? We already lost the 210 express to Baltimore a few years ago to "save money." If it's all about saving money--why not just shut down the whole MTA?
PLEASE...do not let us lose this route! Speak out at the public hearing:
Thursday, November 20, 2008
Stanton Center Gymnasium
92 West Washington Street
12:00 PM – 2:00 PM And 5:00 PM – 7:00 PM
(If you require special accommodations, please contact MTA Office of Customer Service at least one week in advance at 410-767-3999.)
OTHER COMMUTER BUS PROPOSED SERVICE MODIFICATIONS EFFECTIVE JANUARY 12, 2009
• Eliminate service on the following holidays: Martin Luther King, Jr. Day, Presidents’ Day, Columbus Day, Veterans’ Day, and the day after Thanksgiving.
• During the 2008 holiday season, operate a Holiday schedule rather than a full schedule on Christmas Eve and the day after New Year’s Day.
• Eliminate service on the day after Christmas, December 26, 2008.
You may email comments regarding Commuter Bus proposals to Commuterbus@mtamaryland.com with “Hearing Comments” as the subject heading. Your name and postal address must be included for your written testimony to become part of the public hearing record. Correspondences must be received by the MTA by 5:00 PM, Friday, December 26, 2008.

Halloween Candy Buy-Backs: Monstrous Success or Monstrous Excess?
HALLOWEEN EXCESSES AND DENTIST'S CANDY BUY-BACKS (This is an update from a post one year ago)
Dentists, supposedly the guardians of good mouth care have set up Halloween candy "buyback programs." On the "face" of it, they may sound like great things, so here goes, at the risk of getting kicked in the teeth, CP would like to again register his disdain as he did so in letters to the editor and in a CP post a year ago as mentioned.
I am fed up with all this Halloween craziness and the crass commercialism of this once fun holiday that used to bring out the best in family creativity, but the real toothy issue is gooey, sticky, sugar laden, fatty candy. Beyond the dental issue, we have an epidemic of obesity and diabetes and other diet-induced maladies, but while a little bit of candy once in a while is not so bad, a lot of candy is bad. I see fat kids at school, on the soccer team, at the bus stop and worse of all--at the pool. They eat junk, watch tv and don't run and play like we used to do. What ever happened to collecting pennies for UNICEF?
Here is how it often works:
Kids collect all the free candy they can
They bring it in to a dentist and get something like a dollar per pound
The dentist gives a dollar per pound to charity.
In some cases, the candy goes to a local food bank!
Some dentists send the candy to our troops in Iraq
(Food bank or Iraq, it all adds a whole other weird dimension because we all know none of us at home are making any sacrifice...sacrifice? saccharin??)
One local orthodontist, Dr. Mairead O'Reilly has done this for years and runs expensive ads promoting her buyback program, which she calls a "monstrous success." CP calls it "monstrous excess." Through this, the good doctor has donated money to local charities and to an organization called The Smile Train which provides corrective surgery for children born with cleft palates. I salute the good doctor for that, yet something does not sit right.
What's wrong with this?
The kids do nothing, give nothing, learn nothing and sacrifice nothing!
They have fun getting candy for free and their parents drive them in to the dentist.
Most of the kids don't even make a costume anymore. (Hey-why don't they do costume buybacks???). Homeowners buy the candy, give it to the kids who give it to the doctor who gives them a dollar. What do the kids do with the money they just got from collecting things for free and selling them? What kind of a lesson is that?
It is easy to think of all the more positive ways this whole thing could be changed, starting with replacing the whole candy thing with messages and activities about eating right, nutrition and hunger. Instead, kids are encouraged to collect yet more candy and they still keep and eat lots of candy. Conspicuous consumption of highly marketed junk food.
They try to collect more to get more money and still have enough to rot their teeth.
After collecting their favorites, they make it into a big competition about who collected more.
They learn little if nothing about proper health or dentistry.
They are not encouraged to refrain from candy and eat real food.
Plenty of the kids coming in to the doctor's office will still be FAT and lead LAZY lives.
THE VERY IDEA OF SENDING THE UNWANTED CANDY (yes because the kids will choose their least favorite brands) TO A LOCAL FOOD BANK MEANS WHAT? It means that instead of local children learning about inequality and poverty here, or about hunger and poor health here, they let the good doctor deal with that "sticky" issue and people living here with real health and nutrition deficiencies get the "giveaway" candy.
LET THEM EAT CANDY, I say!!!
Giving candy to a food bank??? Oh yeah, and how will those families get proper dental care? Will Dr. O'Reilly provide them with free dental care after they've chewed all the Mary Janes and Tootsie Rolls? We all know that children in poverty have worse diets than other children and less access to health care--so why do we send them the candy our kids reject!
Sending the candy to Iraq is even weirder in many respects, but that's another story. The kids who are lucky to get all this free candy come away with cash!!! Cash they earned from you and me giving them candy that they sold to a dentist who should be saying "STOP!!".
Really--what kind of mixed up messages are we sending? That you can get something for nothing? Candy is bad for you, therefore go get as much as you want and we'll give it the candy you don't want to kids and their families who are much less fortunate than you and it's okay for them to eat it...and we'll call it food? Where does this end?? There is even a Halloween candy buyback page that lists dentists across the country who participate? See: yuck! (Did you know there is an official Root Canal Appreciation Day?)
I'm ready to get kicked in the teeth now. Witches and ghosts may come after me, but I implore you to kindly smile before you scream at me. I'm going to chew on an apple, some cheese and popcorn....hopefully grown locally....and organically...to support our farmers....and keep me lean and cavity-free.

Local Newwspaper Weighs In With a Meaningful Endorsement....for a change
CP was in Indianapolis, the nation's 12th largest city where Barack Obama just held a huge rally (not why I went) and it seems that Obama may have a chance of turning yet another red state to blue. (Signs in Indy would point that way--but not out in the farm country to the west). After repeated attempts to endorse a candidate, the editors of the Indianapolis Star simply could not come up with a consensus, so they endorsed neither, instead opting to discuss the campaign. In addition to the editorial, one of their columnists wrote about the unsettling process.
I then learned that the Anchorage Daily News, largest newspaper in Alaska endorsed Obama--mainly on his strong points and McCain's weak points--one of which was Palin. That's quite a statement.
While one wonders whether newspapers (or bloggers) should make campaign endorsements or not, our local newspaper has generally taken the position to always endorse the incumbent. In their endorsement of US Congressman John Sarbanes for example, only the name of his Republican challenger is mentioned--at the end.
However, in Congressional District 1, which comprises the Eastern Shore and areas near Annapolis, a heated and close race for an open seat has gotten the local paper to actually write a solid, serious and meaningful endorsement for a change. Since it is my policy not to endorse in local races, I will but note that the local newspaper editors have made their endorsement in the Frank Kratovil-Andy Harris match-up. You may read this piece at: http://www.hometownannapolis.com/cgi-bin/read/2008/10_23-61/OPN
The newspaper has also come out against the constitutional amendment to allow slots. No surprises there, as they have consistently opposed slots and CP has always been on the same side in opposition as well, but that's an issue, not a candidate. See:

"Witch Hunt" at City HALL-O-Ween?
Will we have a referendum or simply a city council vote to pass a charter amendment reforming our style of government? In either event, Mayor Moyer is quite upset and reacting strongly.
The issue of restructuring our government, perhaps to become a city manager form of government, has been seriously studied and discussed since before Ellen was mayor. Alderman Israel, and then Alderman Arnett, each drafted different charter amendments to take action. As previously reported, when Israel's amendment was proposed, Mayor Moyer issued an official press release that scorned and brutalized Alderman Israel, calling his proposal "an assault against representative government." Israel, a former assistant states attorney and perhaps the most deliberative and respected member of city council did not deserve such treatment--but irony of ironies--did Moyer's action not speak volumes about the need to control the nearly absolute power of the mayor of Annapolis?
She wrote, "Like Oliver Cromwell in the 1600's, Alderman Israel would transfer the essential powers of government from the Mayor and City Council and hand them over to a non-elected bureaucrat." Perhaps the mayor has become a scholar of English history by taking off a few weeks to visit all our sister cities in England, but she would do well to learn some of the lessons of history, such as what happened to Charles who took any questioning of his actions as a personal insult. See: amendment
Just a few days later, Moyer joined New York Mayor Bloomberg at a conference on gun violence. See guns. (That may seem like an aside for now..but it is relevant...stay tuned...a major story is developing here...we know what Bloomberg has just accomplished regarding his service...)
As this issue has moved through the legislative process, and Arnett and Israel are joining forces to hammer out a compromise bill, Moyer has gone of the defensive. First, she set up a whole slew of her "Let's Talk" programs each successive Friday at City Hall. Chris Guy writes in The Baltimore Sun that the mayor believes "the whole thing is a witch hunt by some who haven't cared much for her direct management style." She then goes on to say, "What we have is a salesmen team, talking this up when what we really need is meaningful conversation," Moyer said. "I think it's a referendum on me. Why else are they so hellbent on making a change."
Well, once again, the way she is handling this says more than any of her critics could ever say. Her fear has now become a self-fulfilling prophecy. Calling Israel and Arnett a "salesmen team" is almost as bad as calling me and my neighbors "rhetorical bomb throwers" for speaking out against crime at a council meeting. Arnett's reputation for being a deliberative and thoughtful council member is perhaps second only to that of Israel.
Moyer goes on saying, "I don't understand taking authority away from elected people," Moyer said. "And I don't see how you have a public dialogue in 30 to 60 days. It's not ample time to engage people. This smacks you in the face, as if we're a little city that doesn't know what it's doing. We have a very professional staff."
She certainly got part of that right. When CP testified before city council when Israel's amendment was first heard, the mayor angrily reserving the last word, told CP "We do have professional management." Uhh....I beg to differ Madam Mayor. I've been a resident, property and business owner, city employee and activist in our "little city" for over 25 years...and I think otherwise...as do most of my friends, colleagues, associates, neighbors and many readers.
Is she telling us that the normative legislative process is not sufficient for we the people to figure this out? Is she telling us that the deliberative process to create and change laws in our "little city" is not working? Despite the fact that she has been the chief executive officer and chair of the legislative body for seven years after having been an alderman and first lady before that, she feels that somehow this issue which has been discussed, studied and debated for so long has not been "ample time to engage people"???
Wow. The mayor does indeed take it personally and whether or not it is a personal referendum there will be more to come on this...stay tuned....
While there is no witch-hunt going on, there may very well be a......oh never mind, just have a Happy Halloween.
