Oh Nine On Line for June 24--Campaign Ratings
REMINDER DEMOCRATIC CANDIDATE'S FORUM TONIGHT.....Loews Hotel...doors open 6 p.m....wish I could be there...please send in your reactions....
Campaign Ratings have been April 15, May 1, May 15 and June 1 and again today, June 24.
A means candidate is ready to be mayor
B means candidate really wants to be mayor
C means candidate wants to be mayor but we'd like to see more conviction
D means if you want a decisive person in office, you'll probably have to find someone else.
When I began this, in order to get an A, the candidate must have filed with the city clerk, made a public announcement, have an active campaign and active web-site. It is now harder to attain or maintain an A as the campaign progresses and I consider overall activity, public presence, visibility, involvement with issues and how they are communicating with CP and other media. These grades reflect my candid observations of the campaigns and not their positions on issues. I regularly ask each candidate for updates. Some respond quickly with details. Others are less forthcoming. Updates this time in purple or a color similar to it.....
Dave Cordle, announced, actively campaigning, papers filed, active web-site Rating on April 15 A minus (has not knocked on my door yet) UPDATE: How come no activity on web-site for two months? Did attend Scott Bowling's kickoff. Where is the public outreach? The man is a busy alderman and has a full-time job, but how about some news or web activity? Rating Today downgraded to B. Some supporters held a fund-raiser for him, but it was not even promoted on his web-site, which has not been upgraded in months. Two different sources told me that 15 people came. These same supporters sent out an email invitation attacking Democrats. I give the candidate leeway because he is a hardworking alderman and has a full-time job but sooner or later, this presumed Republican front-runner must start campaigning as if he will be getting the Republican nomination. No activity on his web-site for months. However, he does attend some Sip N' Blogs and has told me that more campaign activity is planned or is soon to be underway. Rating downgraded to B Minus, but again with the above conditions in mind. He's busy doing his aldermanic duties and I suspect he is working a lot behind the scenes. His web-site has not been modified since he announced in February. Rating maintained at B-Minus. I Received this from Steven Crim of The Cordle Campaign: Last month, we had several small events where we listened to the concerns of many residents about the direction our city is heading. We look forward to more of these events as we expand our support network.
The campaign has begun to turn a corner and we have stepped up our efforts to reach out and listen to voters in every ward. This month we will:
Participate in Eastport-A-Rockin' and the Fourth of July parade;
Begin meeting voters on the doorsteps to listen to their concerns;
Launch our new web site; and,
Open our campaign headquarters.
Frank Flyntz, originally announced at a party that a few people knew about in June, 2008 but then did another announcement party earlier this year but information was never placed on his own web-site nor shared with the media as far as I could tell. Rating on April 15th C (inactive web-site, inactive campaign, not filed) UPDATE again because he did not adequately announce his announcement, we cannot find a phone number or email for him and he only got three votes on the online poll. I have not seen any sign of campaign activity nor is he known to have a treasurer, which is a must for raising money. Downgraded to C minus May 15 I have tried to get information from the candidate but he is apparently not interested because I had to repeatedly leave messages for him by phone and on his door. When I finally contacted him, he told me that he does have a treasurer (not posted on his web-site) although he has not yet provided me with his campaign literature despite two such requests. He will be the last of the nine mayoral candidates to be a guest at Sip N' Blog and this only came about two days ago when he agreed to attend on May 28. He is supposedly speaking at the Republican Wednesday breakfast group. I asked him to email this information but have not received it, and until I do, I don't even know his e-mail. Flyntz is remarkably laid back and nonchalant and does not seem to appreciate my earnest attempts to communicate with him or to promote his campaign as I am doing for all candidates. My own standards forced me to upgrade him to C because at least he has filed, but if this campaign does not show some seriousness soon, this barely deserved C will be even harder to maintain because his behavior and attitude is that of a person who is trying hard to go nowhere really quickly. Flyntz changed his mind about attending Sip N' Blog saying it would not be to his benefit, so we had Alderman Israel in his place. Flyntz drew a small crowd at a recent Republican breakfast, made a couple tiny updates to his web-site and created a brochure almost completely based on his web-site--neither of which list his campaign treasurer. He is running against a well-known and connected native Annapolitan and alderman, which makes me wonder why he is not working harder to build name recognition. Did not provide an update. Maintained at C. Has anyone heard or seen from Flyntz? His web-site has no updates--again and his treasurer is still not listed. He did not respond to my request for information about his campaign. I am downgrading this campaign to C Minus....barely deserved....
Democrats
Josh Cohen, announced, actively campaigning, active web-site Rating on April 15th B He has not yet filed but he is out in the public eye, was a guest at Sip N' Blog, did not gather many votes on CP's online poll, and he is about to open an office. Once he files, he will likely move to an A if he remains active. Rating Today remains at B. He has opened an office, is out in public and I even see some bumper-stickers for him around town. I don't know why he has not filed. His campaign says he is knocking on doors but no details were provided as requested. As with Dave Cordle, he too holds elected office and a full-time job so I give him that benefit. Maintained at B. Cohen is quite busy as a county councilman and budget season has just concluded. He is racking up endorsements and is speaking at another Democratic breakfast. I suspect a lot is going on behind the scenes. For being what many consider to be the presumptive front-runner, I am not seeing much activity and his campaign has not answered requests for updates. Will hold at B for now but we must ask, why has he not yet filed? He has finally filed as a candidate. I expected that filing would have been more of a priority than racking up endorsements for an elected official with this much campaign experience, with staff and an office. He is making some public appearances and I have spotted some of his bumper stickers. I will maintain him at B mainly because when I asked for a bullet list of campaign activity updates, I received a puff-piece extolling the virtues of the candidate and the campaign but no updates of substance upon which to make a determination. With an office and paid staff, one expects better. However, I provide it here in its entirety as written by campaign manager Kathy Nieberding and readers can make their own judgments:
Sam Shropshire, announced, actively campaigning, active web-site Rating on April 15th B (has not filed) . He still has not filed, but he is making the rounds and remains in the public eye. I have to downgrade him for not responding to repeated inquiries as to whether he supported putting the city manager petition on the city's website. Rating today down to B minus. He has some web updates and public activity including his ill-advised charter amendment to push the elections back which he quickly withdrew. He has posted a paper about this on his site. Has some events planned. Rating maintained at B minus. Recipient of much recent publicity, albeit unwanted, Shropshire appears to be maintaining a low profile and his original manager Lee Caudle has resigned. Did not reply for requests to update. Rating maintained at B minus and he has not filed. He seems to have become mighty quiet lately and there are no updates at his web-site or events scheduled. He has not filed as a candidate nor has he replied to any communication and I downgrade him to a C.
Trudy McFall, announced, actively campaigning, papers filed, active web-site Rating on April 15th A. I would like to see more activity on web-site, but she did get the most votes on CP's online poll and remains active on issues and testifies at city council. Rating Today A. McFall remains actively involved in issues and legislation and testifies at City Council, attended budget hearings, as did her campaign manager Dennis Conti, also a regular at Sip N' Blog. Conti told CP "I can say that Trudy is continuing to door-knock every single Saturday and Sunday and will continue to do so through the elections. I can also say that she has personally door-knocked on over half the Democratic voters in the City." This is the only campaign to provide a specific update on this as requested. McFall was at the recent Ward One meeting as well. I maintain this campaign's rating at A. McFall spoke out on the budget and remains active with city issues along with her campaign manager Dennis Conti who reports, "As of last weekend, she personally completed walking 5 of the 8 wards and has been on a pace of a ward a month". Maintained at A because she is continuing her consistent momentum from early on. As I have come to expect, this candidate responds first and with the most complete answers to my request for campaign updates. I received the following from campaign manager Dennis Conti:
1. Trudy has testified at City Council on the budget and has attended a number of community association meetings and get togethers.
2. She continues to door-knock every weekend and meet voters one-on-one.
3. Trudy has attended a number of meet-and-greets hosted by local residents.
4. Trudy's web site, http://www.trudymcfall.com/ has been updated with the following (see Breaking News on her home page): Trudy's Letter to the Editor on the City Budget, her response to interview questions, and an overview of her efforts helping Annapolitans with housing. Regarding filing status, Trudy filed a political committee on August 30, 2007 so that she could begin to raise and spend money, as required by City Code. On January 13, 2009 she filed for candidacy for Mayor. Maintained at A.
Zina Pierre, announced, active campaign and web-site Rating on April 15th C Has not yet filed but her announcement was well organized and attended and she got a close second place finish on CP's online poll. Plenty of campaign material but still not much writing of substance or positions on issues. Still not well known outside of core support group but is showing momentum. Was guest at Sip N Blog. Rating Today Upgraded to B. She has been coming to Sip N' Blogs, City Council meetings, has been updating her web-site, has sent out news releases, and has some events planned. She spoke to the Ward One Resident's Association. The campaign has shown great energy in the last few weeks and it looks as if this momentum will continue. I'll upgrade her to an A. Pierre has put on some events, attends city council meeting, other events and has an active web-site. She writes, "We have been door knocking for the past month and a half, however we have put flyers in various communities for the past two months. To date, we have been in parts of Wards 1, 2, 3, 4, 8. Because these are such large wards, we will finish knocking doors in 5, 6, and 7 first and then repeat all of them as we continue. In between walks I am touring different parts of the city with residents sharing their concerns in various communities and we are steadily continuing our community conversations in the homes of interested voters." I'll maintain her at A. Zina has had some events and appearances and normally responds to communications but not in this instance. The energy which her campaign began with has seems to stall a bit. Downgraded to A Minus.
Wayne Taylor, announced, actively campaigning, inactive web-site Rating on April 15th C His web-site is still a big nothing, he has held some public meetings and knocked on doors. Where's his literature? Upgrade to C plus this time because he's making the rounds with public meetings. Where is Wayne? I have not heard a word and he has not answered email. His web-site is still a big nothing. He has not yet filed. Downgraded to D. He held a fund-raiser on a boat last night but I have not received a report. His web-site remains a big nothing--a big, outdated nothing at this point which did not even promote his fund-raiser. He did appear at a Democratic breakfast. It's very hard to find his stand on issues or his record as an alderman. Moved up to C Minus because there are at least some signs of life. He has not yet filed nor did he provided an update despite two personal email requests. Wayne has had little activity, no updates to his web-site, and has not provided any information nor has he filed although he indicated to me that he is finally getting a web-site up. That web-site is now up and it is a slight improvement over the original disaster. Similar to his earlier site, there is a big picture of the candidate looking very serious with an American flag draped in the background, but the stars on the right and the bars are on the left (?). There remains little if anything of substance on this site and I cannot understand why he seems to have such trouble providing information about himself or articulating his positions. He has not yet filed. I have to downgrade this campaign to a D.
Gil Renaut, I believe he has announced perhaps not with a public presence or kickoff party, but he has not filed, and his web-site is hardly active, so I'm gonna have to go with Rating of C on April 15th. Renaut got a respectable third on our online poll, he is seen at Sip N' Blog and was a guest but his web-site is still barely adequate and I don't see any literature. I'll upgrade him to a C plus/B minus. The candidate stays in touch with CP, attends Sip N' Blogs but I see little evidence of an active campaign or web-site, although he is making some public appearances such as at the Ward One Resident's Association meeting where he said he is hiring professional staff. Maintained at C plus/B minus mainly because of lack of web-site activity. Renaut continues to attend Sip N' Blogs, city council meetings and made minor additions to his web-site. He has not yet filed nor did he provide an update. Maintained at C plus/B minus. The candidate says he has done some door knocking in his own ward and he posts some occasional thoughts on his web-site. He said he was hiring professionals but no word on that yet. He has finally filed so I maintain him at C plus/B minus, but we expect some more activity.
Independent
Chris Fox, detailed but not recently active web-site, collecting signatures to be on ballot Rating on April 15th B minus Fox has been at Sip N' Blogs, at other events and people are beginning to talk about his candidacy with some seriousness but he hardly got any votes on our online poll. If it were not for his frankness and seriousness as demonstrated to me and through his web-site, I would not know how else to grade him, but I am waiting until we see some more sustained and public activity. He did attend Scott Bowling's kickoff and he plans an official announcement in a week so this grade may improve quickly. Upgrade to B NEW: Fox was a guest at Sip N' Blog and has been attending regularly. He had good crowds at both his official announcement and a fund-raiser. He continues to gather signatures to be placed on the ballot and has done some upgrades to his web-site. I've seen some signs up and Fox did attend the Ward One Resident's Association meeting. Upgraded to B Plus. Fox regularly attends Sip N' Blogs, has hosted or is about to host a series of fund-raisers, has beefed up his web-site and advertising and he and his campaign manager Devin Heritage attend city council meetings. I have seen more of his signs around town. Maintained at B Plus. He has organized and attended events, and continues to collect signatures to place him on the ballot, though I believe it is an unfair disadvantage to Independents.

-Attended the President's Hill Residents Association Summer Picnic on 6/13.
-Made major pushes for signatures in Wards 3, 4, 5 and 7 in the last 2 weeks.
-Hope to make pushes in 3, 7 and 8 this week and weekend.
-All plans indicate that we would like to have the petition to get Chris on the ballot completed before July 1st. At that time we will officially file with the city.
-Planned meet and greet with downtown business owners July 7th at Slyfox to discuss the forthcoming elections and its implications on local businesses.
- Plan to have a presence at the Irish Festival on MD Ave in June
- Plan to have a part in the 4th of July parade
Rating maintained at B Plus, mainly in keeping with my own standards, which require filing to receive an A, although I understand this is likely due to him being an independent and needing all the signatures to actually get on the ballot--a distinct and unfair disadvantage,
Aldermanic Races....Greg Stiverson (Six) and Scott Bowling (Three) are running very active campaigns, more active than even some mayoral candidates. We are waiting to see what Ian Pfeiffer (Seven), Kenny Kirby (Six)-- and perhaps even Jim Conley (Five) are going to do. We hear not a peep from Incumbent Hoyle (Four) Finlayson but Matt Silverman (Five) is starting to become active while Straaten has decided not to run in that ward. (Note I have written to Kirby yet again, but no reply....so one can only surmise that he is happy remaining unknown...)

RWAAC Digs Itself in Deeper
Following a post about a local Republican organization comparing President Obama to Hitler, I received the below letter from Chuck Thomann, whose email address is that of Jan Thomann, head of that organization. His words below:
Face facts, Hitler came to power as a Socialist advocating many programs that Obama and his liberal/socialist friends are advocating. Hitler promised a Volkswagen in every garage as well as other things which appealed to the average German during Germany’s great depression after World War I. The extermination of millions of innocent people and the WWII came later after Hitler took dictatorial power, and the German people would never have accepted him if they are realized what would happen. Obama was being compared in the article you mention to the early Hitler, not the Hitler that eventually emerged. As historians have pointed out, socialism results in fascism and Hitler is a prime example of how that happens.
Learn your history and talk to German’s who lived through the Hitler era, as I have. They will verify what I have said.
The people who should apologize are the liberal/ socialists who are taking over our Country by Law and who will eventually do away with the Constitution as it was intended by the Founding Fathers. Again, learn from history so we don’t make the same mistakes as the German’s did. Obama may not trying to be a dictator himself , but he certainly is the front man (dupe) for those who would follow that route and take over our lives completely – lots of Democrats, intentional or not, are letting it happen. It is a trend that has been growing in the United States for a number of years. My cousin, FDR, fell for it as did my cousin Henry Wallace.
Socialism was gaining ground in Europe until recently and not working, why should anyone think that it would work here? Once in place, socialism takes a dictatorship to manage it and assure the people do not revolt, and many in Europe are beginning to understand that so the trend to get rid of the socialist movement is growing, as it should be here. England and Canada are good examples of what has happened and how things have evolved. I teach history and have also lived in Germany.
The point is that Obama is advocating the same solutions to Germany’s post World War I problems that Hitler did to get himself into power, it is not accusing him of being like what Hitler became when he began World War II and exterminated the Jews and others.

When I publish your letter shall I say it was written by both of you or only one? If so, which one?
For your information, I have studied a lot about World War 2, and in particular the history of Jews in Europe and the Holocaust. I also personally know many who survived the Holocaust. Many of my relatives perished in Treblinka in the summer of 1942.
I don't find much of anything similar to Obama and Hitler and for you to make such a claim is outrageous. I find it disingenuous and patronizing to be told to learn my history. Simply because we may disagree on some of the finer points of history does not necessarily mean I do no know of what I write. I simply have a different understanding of it than do you. Perhaps you are the one who is unable to accept differing points of view. Perhaps?

The issue is HOW Hitler came to power, not what happened afterwards.
Nobody is accusing Obama of being the horrible man that Hitler turned out to be. You are apparently not grasping the point that Hitler was a socialist when he came to power and he convinced the German people that he had the answers to their economic problems. Germany was suffering from a great depression in the aftermath of World War I not only because of the expense of the war but because of the Versailles treaty which took many of the resources that Germany could have used to recover.
Obama and the liberals in America are proposing the same socialist based solutions to solve our economic problems today, and that is the point. Socialism comes into power by Law and political action while Communism comes into power by revolution, but they are similar in many ways.
Nobody is making the claim that something like a war or a holocaust is going to take place or that Obama intends those things. Many who initially supported Hitler were undoubtedly eventually appalled and deeply sorry that they did. What is being observed in what Joyce wrote is that the socialist advocates in this Country, now led by Obama, are coming into power using many, not all, of the political tactics used by Hitler to become the political leader in Germany.
UNFORTUNATELY, HISTORY SHOWS THAT SOCIALISM DOES LEAD TO FASCISM, AND THAT IS WHAT WE MUST GUARD AGAINST IF WE ARE TO RETAIN OUR FREEDOMS UNDER THE CONSTITUTION OF THE UNITED STATES. THAT IS WHY CONSERVATIVES OF BOTH PARTIES OPPOSE OBAMA AND THE LIBERAL MOVEMENT IN THIS COUNTRY, AS HAVE AMERICAN’S OPPOSED THE SOCIALIST MOVEMENT SINCE IT BEGAN HERE IN THE 1800’S.
Your study and understanding of World War II and the Holocaust is great, and they were BOTH an unforeseen consequence of Hitler coming to power, but they have nothing to do with the tactics used by the left to initially obtain power, and HOW the socialists came to power in Germany was the point that Joyce was making.
If Hitler had not come to power and Germany had remained a Democracy, your relatives in Treblinka would not have perished, and what a terrible tragedy that they did have to suffer the way that they did. They certainly have our sympathy and our prayers for their souls.
Joyce is in Denver with her Mom, and, while it is her article, I wanted to try and put all of this into the proper perspective. The purpose is to not allow socialists to take political power in America, but to maintain the Republic and its freedoms that have been so successful. Socialism, to remain in power, historically represses those liberties. If you are a student of history, you surely know these things.

CP Notes: Many others are apparently expressing outrage over these remarks and I find it remarkable that no Republican leaders have spoken out--at least not to my knowledge. I hope that this group represents but a fringe of the GOP although one can only wonder these days. And by the way, are there any other Liberals out there who also find it disugsting to be portrayed as socialists hell bent on communism that will bring about fascism? I could go on, but....oh well.

Who Is Actually Running For Office--Legally?
This article was going to be very different, until late last week because at that time, only about half of the candidates had legally filed to run for office and to have a political committee to collect funds, despite the fact that the were actively campaigning and soliciting funds. From what I gather, Trudy McFall, Chris Fox and David Cordle were the first to get the papers in line. Sam Shropshire already had a committee and papers in place for a committee but has not filed as a candidate. Zina Pierre came in about midway. Others jumped aboard legally just last week such as Josh Cohen and Gil Renaut. That leaves, again from what I am able to gather, only Wayne Taylor out of the loop and perhaps Kirby Kenny, on the aldermanic level.
Why would a candidate wait so long to file required paperwork with municipal authorities by this late date? There are two filings - one is setting up a political committee, the other is filing for candidacy for a specific office. The City code requires that a candidate who is raising or spending money must set up a political committee. This is separate and apart from the candidate filing for office. The City Clerk has confirmed that a candidate who has not setup a political committee, but is raising or spending money is in violation of City Code. Regina Eldridge has also told me that according to City Code, there are no provisions for enforcement of penalties if a candidate does not file these papers. am awaiting further information from the city attorney. They have until late July to do so, but the first campaign finance reports are due before that.
None of these papers are hard to complete though it is time consuming and detailed, but in the interest of transparency, one would at least think the candidates would have done so already. If a person is serious about holding the reins of power in this city, and the law requires this formality to get elected to office, one would think that this would have been done--a long time ago.Therefore, why would a candidate who is actively running not file for office or in some cases, not setup a political committee? Here are some possible reasons:
1. The candidate is still uncertain about continuing to run (this is related to the third point below).
2. Part of the filing process requires submitting a financial disclosure statement.
3. A candidate may not want to setup a political committee, let alone file for candidacy, if that person is not sure they are really running for office so that they may have flexibility with donations received. This is because, according to the City Code, once a political committee is setup but then suspends its operation, it must give its surplus funds to the respective party central committee or to the City. If someone has not set up a political committee, it is not clear where those funds go.
That raises a whole lot more questions. Frank Flyntz, for example has consistently failed to list his treasurer on his campaign materials or web-sites. When asked about this at a public meeting he replied "I forgot." Wayne Taylor does not list this information on his web-site. Again--no apparent enforcement and no penalty.

Okay Anonymous smarty pants-if comparing the president to the world's most evil and hated historical figure does not make them a hate group, what will it take? Yes I think that does make them a hate group and if you really have anything intelligent to say, tell us who you are. We're all waiting...we're debating, but not hating....

Oh Nine On Line for June 22--Attempted Break-in At Eastport Democratic Club
Okay-that headline got your attention. Shades of Watergate....just across the creek from Watergate Apartments...Actually, what happened was that on Saturday morning, the Breakfast with Dems crowd found itself locked out of the club on State Street in Eastport and certain Democratic stalwarts were discussing--perhaps seriously, perhaps in jest, of possibly breaking in the club which was scheduled to host the breakfast. Well, the rain came and it poured and the 25 or 30 folks that gathered huddled under umbrellas, under the tiny porch and underneath their car's hatchbacks. Featured speaker Gil Renaut, in respect to those huddled under umbrellas, made his remarks mercifully brief. Same for Matt Silverman. When they had finished, Kenny Kirby, supposedly a candidate in Ward Six, popped out of a car that had been in the lot and he took his place up under the awning to speak...and speak..and speak, seemingly oblivious to the fact that the other candidates were brief and that everyone was getting soaked (Well, he had been in his car that whole time or else he just came late to an event where he was a featured speaker). ADC Chair Nick Berry had to politely suggest that the event end early due to the rain. I again tried to contact Mr. Kirby, but to no avail. Oh well.

Alderman Arnett on Monday's City Council Hearing
The below was provided by Ross Arnett of Ward Eight:
The City Council will hold a work session to discuss the new Comprehensive Plan at 6 PM in Council Chamber. This is the latest ten-year plan for land use within the city. The public is invited to attend but not to comment. Public comment may be made during the following special meeting of the City.
The regular Special Meeting of the Annapolis City Council of the Annapolis will be held on June 22, 2009 at 7:00 p.m. in the Council Chambers.The public hearing will be followed by a short legislative. All Council meetings are broadcast on Comcast channel 99 Verizon channel 34.
Below is the agenda for the meeting with a brief description. I have added comments in italics and underline after some of the legislation. I indicate my likely vote with my comments, but send these email blasts out to give you a chance to let me know if you think I’m headed in the correct direction or should change my mind. It is my practice to comment only on legislation that has had a public hearing and has gone through the Council Committee process.
