You have already left us enough of a legacy with The Market House. Please let your successor and the next City Council and hopefully City Manager make it work. It is fine to get vendors in there for the next six months or so, but that's it. Time to move on and let someone else fix it....or mess it up....

Annapolis Police Department Now on Facebook and Twitter.
The Annapolis Police Department (APD) is now on Facebook and Twitter.
The Department is using the popular social networking Web sites to distribute information, daily reports and press releases and to keep the public informed on an up-to-the-minute basis. Police departments across the country have started using social networking sites to reach out to the public.
“We recognize that many people use the Internet as their primary source of information these days,” said APD External Affairs Officer Ray Weaver. “This is another for us to reach the public with what we’re doing, and for them to stay in touch with us.”
APD has had their Facebook and Twitter pages up and running for about a month and has already collected over 100 “Facebook friends”; people that follow the Department’s news via the site.
On a recent day, APD was able to “tweet”; send a short, real time message to its Twitter followers about a fire in progress and a traffic accident that had blocked some lanes.
They were also able to tweet an all clear when the problems were resolved.

Cohen's Campaign Disavows Involvement with Weikel ; Central Committee Chair to Investigate
Annapolis Democratic Central Committee Chair recently wrote off renegade AA Democratic Central Committee member Chuck Weikel and Josh Cohen's campaign has now done a similar disavowal. Anne Arundel County DCC Chair Kory Blake will also be investigating Weikel. Although Weikel has been repeatedly seen at events for Josh Cohen sporting various Cohen signs and or shirts or buttons, including riding in the recent July Fourth parade as part of Cohen's contingent (He also showed up with a poster supporting Zina Pierre at her announcement), Cohen's campaign says he was merely showing up at public events. Fair enough.
I wrote to Nieberding and Cohen:
"Chuck was highly visible at Josh's announcement and at his party at Kyma as he was highly visible in the parade. While I can certainly understand that certain things are open to the public and he may choose to support whomever he wishes, it gives the appearance of involvement. Will you consider publicly stating that he is not a part of your campaign?
None of this would be of any concern or interest if it were not for the outrageous and divisive behavior he exhibits so publicly and as part of his role as an AADCC member."
Cohen's manager, Kathy Nieberding responded, "Chuck is not part of our campaign, and our campaign has no connection with Chuck’s activities whatsoever. With respect to the Fourth of July Parade, we sent out a blanket invitation to everyone on our email list to walk with us that day."
The story gets more interesting. Voter records show that Weikel shares the same address as Kory Blake. Blake, you may recall, is on staff at the AFSCME office that recently endorsed candidate Josh Cohen for mayor--without any consideration of or interviews with any of the other mayoral candidates. That is the same union that represents many city employees, and whose collective salaries and benefits probably make up the largest chunk of the city's budget. I asked Blake (who is out of town) about whether or not he lives at the same place as Weikel and he responded:
"I am aware of Chuck's emails, and as stated, will investigate and address the situation upon my return. Since the issue involving Chuck is Annapolis related, I will consult with Nick Berry upon my return to discuss what actions should be taken. On another matter, I do not live at 160 Conduit St. I did briefly between the time I moved out of a rental and into my current home. I'm not sure where you got that info., but it has not been current for some time."
Even though Blake has moved his residence, it points to a cordial relationship between the two. I do not know what he means by saying what Weikel does is only "Annapolis related", however could their friendship be the reason why it has taken the AADCC so long to consider Weikel's outrageous and divisive behavior?

An interesting post by the blog Maryland-Politics (Adam Pagnucco) looks at trends in Maryland political blogging and notes how Capital Punishment is becoming more and more popular. At the same time, conservative blogs are declining. CP is profiled as follows:

It has come to our attention at Annapolis Capital Punishment that false information is being circulated from City Hall. Annapolis Capital Punishment officials request that City Hall officials base their conversations on fact. This message has not been paid for with any of your hard-earned tax dollars...darn it. I sure wish I could find a way to make you pay for it....maybe I could just annex another blog and steal their revenue....nahh..no bloggers make any money at this...if only we could be like the fed'ral gummint and print money....or like the local gummint and just tax and spend....oops....I am sorry City Hall....did I just spread some misinformation???

Local Democratic Leader Says "It is time we read Chuck Weikel out of the Democratic Party..."
Geeeze Louise.....Where to begin? More from Wacky Chuck Wiekel!
Readers have been following some of Weikel's outrageous acts
and if you are among the lucky hundreds who receive or who
are forwarded his regular email missives, you'll understand
what this post is about.
Where to begin??? Weikel, and often his counterpart Craig
Purcell (think Laurel and Hardie or Abbott and Costello)
are constantly sending emails back and forth
complaining or whining about some such thing,
but mainly attacking and defaming
individuals (usually Democrats)and spreading gossip,
and they send these emails to reporters, elected officials,
civic activists and just about anyone they can.
Much of this would not matter except that Weikel is a
member of the county Democratic Central Committee!
He is finally beginning to receive some of the attention
he deserves from Democratic leaders who should see him as
much if not more of a problem than Republicans had with Joyce
Thomann (remember--Hitler-Obama?)
Below I attempt to put the various chains in some kind of
order and provide some context so readers can see for
themselves.Chuck, sometimes referring to himself as Charles
writes to city attorney Kling and others including reporters,and
Democratic activists. This one appears to be in response to a recent
announcement by candidate Gil Renaut about his health and his
campaign and may also be directed against Alderman Dick Israel,

Mayor Tries to Pull A Fast One for Her Friends at City Council
The below is from civic activist Doug Smith and is based on what occurred at the most recent city council meeting. We thank Doug for his work on behalf of bettering Annapolis. Just when you thought Ellen "O" could not cause any further damage, she tried to pull this one off:
At City Council (July 13 09) Ordinance-40-09 was a wonderful little gem that popped up at the last minute. Introduced by Mayor Moyer, this ordinance would modify city code to grant six months severance to any department director who is removed from office by the Mayor. And the terminated employee gets 6 months pay if fired, with or without cause. Supposedly this would come into effect when a new mayor takes office and starts to clear out non-performers. And to pay severance even if fired with cause is crazy.
If a person is fired for cause, they are walked out the door, no severance. Termination for Cause means you have done a lousy job – a really lousy job, or you stole money or harassed employees… all bad things. And by no means should a city employee get severance when fired for cause.
This was just first reader, not up for public hearing, but I felt strongly that this had to be addressed immediately. I spoke in opposition to this legislation
Severance, if even part of an employment agreement, is discussed at time of hiring, not when an employee is worried about getting fired. The mayor informed me that the 6-month package was an industry standard. I can tell you, quite clearly, there is no standard, sometimes there is no severance, or maybe 2 weeks notice, or maybe severance based on years of service. But in these times, there certainly are not 6-month severance packages being cooked up months before you expect people to leave.
We have many good city employees – if they are doing a good job, they should not be worried about getting fired. However, some department heads may be worried, since they were a political appointees, that they are at risk. Doesn’t this give us another good example of why we need a professional city manager? A city manager would be monitoring employees all the time, he/she would be hiring good people, and firing poor performers, regardless of politics.
To offer severance packages to everyone appointed by the mayor, just prior to a change in administration, drives home the point that politics again trumps competency. Offering severance packages re-enforces the notion that the old mayor expects all of his/ her appointments to be thrown out by the new mayor. The new mayor comes in, and makes the decision that all of the old gang need to go so the new mayor can bring in all of his/ her hand-picked people. That is a lousy way to run a railroad. A new mayor should set policy – that is what they were elected to do. The operations part of the city – the people doing the administrative tasks, should be hired (and retained) on skill, not politics.
Following my statements at City council, I received over 100 e-mails supporting my statements, and one opposing my position. The gist of e-mails:
+ no one gets 6 months severance
+ this is a pure and simple give away to moyer’s friends.
+ this is terrible to saddle next administration with an un-funded liability
+ Trudy McFall put the cost at more than $700,000
+ Political appointees knew when they hired on, they were political appointees.
+ Shows the mayor has no concept of tax payer money – this is not her money to give away.
+ Severance, even if fired for cause! That is crazy.
Alice in Wonderland –off with their heads! Judgment first, then the trial.
Outcome: When the ordinance came up on the agenda, it did not receive a second. It is dead on arrival.

Was it a self-fulfilling prophecy? Ahh, the media are always interdependent with their subjects.
Here is what I wrote a week ago:
"Here's a quick rundown of where campaigns appear to be standing from a purely subjective point of view. For Republicans, Cordle and Flyntz are remarkably low-key but as it is now July, with Flyntz's name barely recognizable, I'd give him little or no chance of a strong showing in September against the much-better-known native-son Cordle...As for the Dems, my crystal ball, though still cloudy, is getting a bit clearer each day, and I would put Cohen, McFall and Pierre bunched together up front. Renaut may have a strong showing in the most active Ward One which could conceivably put him over the top, while I give Taylor little if any chance of more than a small percentage and Shropshire too..."
So here is the lineup for the July 28 debate as of today. Cohen, Pierre, Renaut, McFall and Fox will participate. Taylor at least responded saying he has a scheduling conflict (but he has no events shown on his web-site--NONE!). Cordle, Flyntz, and Shropshire have not responded. I am surprised about Cordle but this is typical for Flyntz and Shropshire. Flyntz seems to relish in remaining obscure and mysterious. I think Shropshire is going to find an excuse to throw in the towel soon anyhow and he has not responded to any emails asking about that.
Those absence of candidates July 28 will be duly noted by those attending the debate--and it will be a debate, not a talking-head forum.
A donation of at least $1 per person is requested to cover room rental, expenses and a donation to the church. Since the event is a double-header also celebrating our 100,000 "hit", those wishing to head to a local watering hole at 9 pm are encouraged to join CP and loyal readers.

Signs Of The Times
Signs for candidates are starting to appear, but my impression is that McFall's signs are the most prominent and widespread--at least for now. Previously I had noted that signs for Fox were appearing and a few for Cohen as well. I would guess that those three along with Cordle and Pierre have plans in the works for more signs--soon. Look for Renaut to have them in Ward One. Phantom candidate Frank Flyntz has two big, wooden ones on the side of his pickup truck parked in his driveway. Very classy. Oh--and no authority line or treasurer printed on these huge eyesores.

Arnett on Upcoming City Council Meeting
Ward 8 Residents The Regular Meeting (i.e., Legislative Action) of the Annapolis City Council will be held on July 13, 2009 at 7:30 p.m. in the Council Chambers. Council meetings are broadcast on Comcast channel 99 and Verizon channel 34. Below is the agenda for the meeting with a brief description. I have added comments in italics and underline after some of the legislation. I indicate my likely vote with my comments, but send these email blasts out to give you a chance to let me know if you think I’m headed in the correct direction or should change my mind. It is my practice to comment only on legislation that has had a public hearing and has gone through the Council Committee process. PETITIONS, REPORTS AND COMMUNICATIONS Reports by committees Comments by the general public: A person appearing before the City Council with a petition, report or communication shall be limited to a presentation of not more than five minutes. The time specified in this rule may be changed at any time by a majority vote. (Sec. 2.16.035, Annapolis City Code) ORDINANCES & RESOLUTIONS – 2ND READING O-06-09 2nd R. False Alarms - For the purpose of limiting the number of false alarms permitted within a 365-day period before the assessment of a fine and providing appeal procedures for the fine’s assessment. I understand that the purpose of this Ordinance is to discourage excessive false alarms, but I’m not convenience that this is the correct approach and I will vote no. R-10- O-12-09 2nd R. Clean Air Vehicles Owned or Licensed by the City – For the purpose of requiring vehicles owned or licensed by City of Annapolis to operate clean air vehicles over a four-year period; specifying what vehicle types satisfy the requirement; and, providing exceptions for certain special purpose vehicles. I believe that the city should lead by example and will vote in favor. O-16-09 2nd R. Property Tax Credit – Installation of Fire Sprinklers – For the purpose of providing a one-time City property tax credit for an existing residential structure in which fire sprinkler installation is required by City Code. I believe that this is good policy in terms of public safety, but I’m not sure we have budget for this reduction in our tax revenue. This is one where I will likely vote yes, but will let your input determine my vote. R-33-09 2nd R. Support of the Maryland Theatre for the Performing Arts at Park Place - For the purpose of expressing the City of Annapolis’ support of the Maryland Theatre for the Performing Arts at Park Place. I support this legislation in principle, but am not willing to support it with city dollars at this point in our budget situation. R-43-09 2nd R. 2009 Sustainability Plan - For the purpose of adopting a new sustainability plan with goals for programs, policies, and procedures that will assist the environmental efforts of the City of Annapolis. I will vote yes, again because I believe that the city should lead by example. R-45-09 2nd R. Reclassification of Police Administrative Clerk Position - For the purpose of approving the reclassification of the Senior Payroll Clerk position to that of Police Administrative Clerk. This is a technical correction and I will vote in favor. R-46-09 2nd R. Reclassification of Police Records Specialist Position - For the purpose of approving the reclassification of the Warrant Control Clerk position to that of Police Records Specialist. This is a technical correction and I will vote in favor. ORDINANCES & RESOLUTIONS – 1ST READING O-36-09 1st R. Display Requirements for the Sale of Lawn Fertilizer – For the purpose of repealing the display restriction on phosphorous and phosphate fertilizers. O-40-09 1st R. Severance Pay - For the purpose of specifying severance pay for department directors removed pursuant to Article VI, Section 2 of the Charter. O-41-09 1st R. Absentee Voting – Technical Correction - For the purpose of establishing qualifications for absentee voting in municipal elections inadvertently repealed by Ordinance O-33- 07RevisedAmended. O-43-09 1st R. Definition of Codified Term - For the purpose of defining “may not” as mandatory in the Code of the City of Annapolis. O-44-09 1st R. Electronic Weapons - For the purpose of permitting law enforcement personnel and members of the armed forces to possess and discharge electronic weapons while on duty in the performance of official authorized functions. Travels with R-49-09 R-49-09 1st R. Amending Fines Schedule for Electronic Weapons Violations - For the purpose of amending the fines schedule for electronic weapons violations. Travels with O-44-09 O-45-09 1st R. Subdivision of Nonconforming Properties - For the purpose of permitting the subdivision of nonconforming properties. O-46-09 1st R. Concentration Limit of Housebarges - For the purpose of permitting a housebarge concentration of two percent in marinas with fifty or more slips. BUSINESS AND MISCELLANEOUS 1.
