Once again, I turn our blog's attention to a recurring theme--that of fighting crime and of how many police officers we need or should have in our city. I won't rehash the issue, but CP has come across an interesting article by three specialists in the field of municipal policing policy. While these experts repeat one thing we have said over and over, namely that there is no acceptable way to determine how many officers per thousand residents is appropriate, there are acceptable approaches to how communities and cities can envision and develop effective law enforcement, policing and crime fighting strategies. Perhaps you'll agree with CP that we have a looooong waaay to go here in Annapolis--and we are not making much progress, nor will we make progress by simply changing shifts, getting a horse and a bunch of infernal $@%^#&** Segways as planend by the mayor.
