In recent posts, I delved into similarities between Annapolis and Newport, RI.
I am now going to start culling news clips from Newport's local newspaper that will help us understand how their city manager performs and carries out the duties of his office. We begin this occasional series with a piece abut decisive action to avert a budget crisis. The city manager acts to freeze hiring, clamp down on purchasing and overtime. When can you recall such a thing in Annapolis? Remember now--Newport and Annapolis--a lot alike in many ways, but Newport has a city manager and council form of government. Annapolis does not--yet many of us want to change this, therefore, news from Newport may help us better understand this situation.
