The City Council will hold a work session to discuss the new Comprehensive Plan at 6 PM in Council Chamber. This is the latest ten-year plan for land use within the city. The public is invited to attend but not to comment. Public comment may be made during the following special meeting of the City.
The regular Special Meeting of the Annapolis City Council of the Annapolis will be held on June 22, 2009 at 7:00 p.m. in the Council Chambers.The public hearing will be followed by a short legislative. All Council meetings are broadcast on Comcast channel 99 Verizon channel 34.
Below is the agenda for the meeting with a brief description. I have added comments in italics and underline after some of the legislation. I indicate my likely vote with my comments, but send these email blasts out to give you a chance to let me know if you think I’m headed in the correct direction or should change my mind. It is my practice to comment only on legislation that has had a public hearing and has gone through the Council Committee process.
PUBLIC HEARING
O-25-09 Ten-Year Water and Sewerage Plan - For the purpose of directing the Public Works Administration to establish and implement a Ten-Year Water and Sewerage Plan through the Capital Improvement Program.
R-32-09 2009 Comprehensive Plan - For the purpose of adopting a new comprehensive plan for the City of Annapolis.
R-33-09 Support of the Maryland Theatre for the Performing Arts at Park Place - For the purpose of expressing the City of Annapolis’ support of the Maryland Theatre for the Performing Arts at Park Place.
LEGISLATIVE ACTION
ORDINANCES & RESOLUTIONS – 2ND READING
R-17-09 2nd R. Capital Improvement Budget and Program: FY 2010 to FY 2015 - For the purpose of adopting a capital improvement budget for the Fiscal Year 2010, and a capital improvement program for the six-year period from July 1, 2009, to June 30, 2015. Action on this legislation was postponed from the 18 May Council meeting until we could receive the required comments from the Planning Commission. The CIP sets out the priority and projected funding amounts for city capital improvement projects. The city has 52 active or planed projects. The largest projects are Water [treatment] Plant Upgrades $28.7 M), replacement of the Hillman Garage ($21.9 M), completion of the Truxton Recreation Center (($16.8M), completion of the Police Department Renovation ($15.1M), and Capital City Undergrounding ($14.4M). Funding for some of these projects comes from grants and transfers, mostly form the state. Most of the funding comes from city issues bonds. Some of the projects – Hillman and the Water Treatment Plant -- have not yet started and others – Police Department Renovation – are almost complete. Replacement of the Eastport Fire Station ($6.5M) is on the list and is schedules to start next fiscal year.
The city will issue $28,230,000 in new bonds to cover the cost of the capital improvement projects. That amount includes $4.6M to cover the switch of “paygo” funds out of the CIP back into the Operations Budget. If we don’t pass this resolution then the FY 2010 Operations Budget will be out of balance. I plan to vote in favor, but am open to hear your comments.
R-40-09 2nd R. Establishment of Deferred Compensation Plan – For the purpose establishing a deferred compensation plan. This is a program set up by the U S Conference of Mayors to allow employees. “to voluntarily set aside and invest portions of current income to meet their future financial requirements and supplement their Social Security, at no cost to the city.” I plan to vote in favor.
R-44-09 2nd R. Short-Term Lease Negotiations - For the purpose of authorizing the City’s Executive to negotiate short-term leases with Market House tenants. This resolution will allow the mayor to quickly sign short-term leases (leases can’t run ant longer that to 3 January 2010) and will allow vendors to move into the Market House as soon as possible without making a long-term commitment to any particular use or set of vendors for the future. I’m aware of citizen concern that the Council not commit to any new uses of the Market House until they can be heard and I don’t feel that this resolution will interfere with that desire. I plan to vote in favor.

R-47-09 1st R. Implementation of FY2010 Parking Garage Fees - For the purpose of postponing the implementation of the FY2010 restricted and unrestricted parking garage pass fees until August 1, 2009.
