This just in from Ward Six Aldermanic Candidate Greg Stiverson:
Annapolitans for Better Government (ABC), chaired by Doug Smith and Bill Kardash, has mailed copies of the City Manager petition to every voter in the city. This petition would place on the ballot the question of whether Annapolis should have a Council/City Manager form of government. A bill to effect this failed on a 5 to 4 vote last winter in the City Council. This petition would put the issue before the voters.I strongly support the Council/City Manager form of government. To see my reasons, read my blog entry entitled "Stiverson Clinic for Cosmetic Surgery Opens" on my website. The tongue-in-cheeck title to that blog entry says it all, as far as I'm concerned. We wouldn't go to a surgeon -- or even a plumber or hair dresser -- who didn't have the proper training and experience.And yet we elect a mayor every four years, charging that person to manage efficiently and effectively an $86 million budget with 660 employees. Very few candidates for mayor have real qualifications, training, or experience in municipal finance and government. So we end up electing mayors who don't know what they are doing. Some learn, some hire qualified folks to do the job, and others pretend they know what they're doing, but don't. Our city is much the worse for it.I urge each of you to read the petition when you receive it in the mail, sign it, and return it promptly. While we elect a mayor every four years who may or not be able to manage a small corporation, Mr Stiverson forgets that we also elect eight alderman/women every four years (think of it as Board of Directors) who also may or not be qualifed to run a small company and who can out vote the mayor.

Well, I'm all for a candidate who knows the difference between "effect" and "affect". To me, that speaks to quality of mind which would be refreshing to have in a public official (not just the grammar, but also the clarity of logic and the reasoning ability I've seen demonstrated by this candidate to-date). But this is just my opinion .....
