"While freedom of assembly and the freedom of human contact are key rights guaranteed by our Bill of Rights as well as the UN Declaration on Human Rights, the HACA banning policy, as rigorously enforced by the Annapolis Police Department, has resulted in a drastic reduction in violence and criminal activity in and around public housing.
The ACLU argues that this policy of arbitrary banning (without court order), no matter how noble, is unlawful.
I’m reserving judgment on the matter until a court decision is reached. Perhaps that decision will force us into a serious community debate about the very nature of Annapolis public housing and its future. Maybe we'll find that isolating economically disadvantaged men, women and children on reservations of poverty and crime has been wrong from the very beginning. Just maybe we'll find we can do better."
