According to the State's Department of Taxation and Assessments web-site, The Annapolis Community Foundation (ACF) which is taking donations for the upcoming inaugural celebration, appears to be in a forfeited status. CP has contacted the transition event coordinator Kathy Nieberding who is looking into this and will provide updates as soon as new information is available. Nieberding was also Cohen's and Moyer's campaign manager and serves as vice chair of the foundation and also works for Leadership Anne Arundel. CP reported on the involvement of the ACF in the Cohen inauguration yesterday. I have confirmed that the current chairman of the foundation is indeed City Attorney Steve Kling, and not another local man of the same name.
What appears to be going on is that individuals and businesses are being solicited to donate tax deductible contributions to a non-profit charity to go toward sponsoring a new mayor's inauguration that is headed up by a mayoral appointee and other close associates of the incoming mayor. The foundation appears to have been started in 2004, in Moyer's first term, and was originally headed up by Dave Stahl, who also served as her city administrator. This entire situation raises so many interesting and almost unbelievable questions, and so early on in the Cohen Administration, in fact even before it takes office, that one is left to wonder.
The latest campaign finance reports are due to be filed today.
