How Much Should We Pay Our Director of Transit (Remember--It Is NOT A Transportation Department But A Small Bus System)

We have just hired the person who used to hold this position and since it is a departmental director position, it must pay a minimum of $120k per year. I have long maintained that we pay our bus system director way above and beyond the typical salary for such a position and this is something I know a bit about. So, one might ask why a mid-to-upper level career person in public transit would leave a state position in charge of over 500 buses to come run dinky old Annapolis Transit with its 20-some odd buses, and of which maybe only a handful are actually in operation at any one time. So here is the job circular for the director of bus operations at the MTA and you can see that even the upper edge of the salary range is below where we start the minimum pay!  It also says that qualified applicants may be subject to background and reference checks (the below brought to my attention by Transittalent.com).

PREFERRED QUALIFICATIONS:

EDUCATION: Graduation from an accredited four-year college or university with a bachelor’s degree in Transportation, Business Administration or another related field.

EXPERIENCE: A minimum of ten years of progressive experience in public transportation management (preferably bus operations), with at least five years of this experience at the senior management level. Two (2) years experience in a union environment is preferred, not required.

NOTE: Additional executive management experience may be substituted for the required education, on a year for year basis, not to exceed four (4) years.

RESPONSIBILITIES: The Maryland Transit Administration (MTA) is seeking applicants to fill the position Director, Bus Operations. The incumbent is responsible for managing the Bus Operations budget and reporting/justifying to senior management all facets of the budget. Incumbent is also responsible for day to day bus transportation activities, including budget, and the employees assigned. These employees include superintendents, dispatchers, field supervisors, bus operators, administrative and clerical staff. Additional responsibilities include, establishing standards and procedures to produce maximum service delivery; monitoring the agency's daily transportation requirements as they relate to staffing, training and discipline; making labor saving recommendations for improvements and technical implementations; assisting and making recommendations to MTA’s service planning department with regards to schedules, run picks, detours and service changes to improve the quality of bus service delivery; providing guidance, technical support, training, coaching and development opportunities for transportation employees. This position reports directly to the Assistant Deputy Administrator of Transit Operations and has service responsibility for approximately 250,000 weekday boardings using over 500 buses and 50 routes.
