CATastrophe in The CATipal (sp)...A Feline Headline

The CATipal displayed a photo of an awful car crash in which there were serious, even life threatening injuries as reported. However, here was the headline:
6 people injured, cat killed in morning wreck

Animal Control was called in to get the cat.

Who writes these feline headlines?
