The Annapolis Community Foundation was incorporated in 2003 and the resident agent was listed as Arlene Berlin at 162 Duke of Gloucester Street, also known as City Hall and Ms. Berlin was working at that time for Mayor Ellen Moyer. Its principal office was Suite 607, 100 Severn Ave., a mid-rise condominium in Eastport and the address of Dave Stahl, who served as Moyer's city administrator.
Ellen Moyer, Dave Stahl and Kathy Neiberding were listed as its first officers. Nieberding, as mentioned previously, ran Moyer's and Cohen's campaigns.
The corporation was forfeited in 2005 for failure to file property returns in 2004, was reinstated in 2006 with Steve Kling (currently city attorney) as last acting secretary and Alan Hyatt as last acting president and then forfeited again in 2008 for the failure to file property returns in 2007.
This is the foundation through which Mayor-Elect Josh Cohen and his staff are currently soliciting tax deductible contributions to fund his inauguration. I am awaiting more details from Nieberding.

I checked with ACF’s treasurer. With extensions from both the IRS and the Maryland Department of Charities and Legal Services, the IRS #990 for 2008 was filed on a timely basis (11/15/09) with the IRS and the Maryland Department. Nonetheless, if the SDAT website still shows otherwise, perhaps___________________
there is another form missing or perhaps the state system is just behind in updating its site. ACF's reps will have to check it out more thoroughly over the next day or two and respond accordingly.
In the interest of time, we made other arrangements immediately. Contributions will now go to a separate account for the Inaugural Committee, payable to the City of Annapolis and mailed to its office.
