Bowling Angered Over Parking Fee Increases

The following comes from a news release from the Ward Three Aldermanic candidate Scott Bowling:


This week many residents and business owners found out that the Mayor and City Council increased downtown parking fees by as much as 60 percent. This increase was in direct opposition to an agreement made two (2) years ago between the City and downtown residents, and was buried in the budget passed by the Mayor and 4 Council members in late May.

“Businesses and residents of Annapolis have just been duped by the Mayor and Council,” said Bowling. “The people most affected had to find out on a poster at the parking deck after the fee hike had already been approved. This is not the type of transparent, open government that we deserve.”

Business owners and elected officials turned out to ask the Council to reconsider its decision at this past Monday’s Council Meeting.


“This parking fee hike gives local businesses one more reason in these tough economic times to leave our downtown for nearby shopping centers, further reducing our tax base,” said Bowling. “Policies like this have disastrous consequences that will affect every taxpayer and business in Annapolis. You do not raise fees and taxes in a bad economy, you reduce them. As opposed to reducing spending, the Mayor and Council have once again increased fees.”

In an attempt to deflect criticism, Mayor Ellen Moyer stated that the parking fees were considered and approved by Ward 3 Alderwoman Classie Hoyle, Chair of the Finance Committee as well as the Economic Matters Committee.


“At best the Council was negligent in approving these fees without a more transparent process,” said Bowling. “At worst, they were deceptive.” Bowling is encouraging all residents and business owners to contact the Mayor, Alderwoman Hoyle, and the remaining members of the City Council to express their opposition, and tell them to cut spending, and STOP raising our fees.
 
CP responds:
Of course this is a  political swipe at Bowling's opponent Classie Hoyle, the incumbent. Although I have not followed this closely I have believed for quite some time that our parking fees are structured improperly and are below market rate. However, tweaking fees instead of making comprehensive parking and transportation reform is wrong. Relying on parking fees as a source of revenue instead of proper management and budgeting does disturb me. These issues are studied and discussed ad infinitum and the Moyer Administration has had more than its share of wasting time and energy studying parking and paying contractors such as Chuck Weikel to work on this.  I think someone more closley involved with this needs to review the entire process. If I recall correctly, there was a bill recently that raised all kinds of city fees and parking may have been part of that. Any comments?

Dick Israel On City Manager

“The day-to-day administration of the city government can and should be assigned to a City Manager. For decades, the Police and Fire Departments have had the benefit of professional leadership. It is imperative that professional management be brought to the highest level of city government. I strongly urge you to sign the city manager petition. Wheels In Motion...Continued...Government Employee's Union Endorses Cohen...but do its members?

Josh Cohen has recently made a lot of news about the endorsement he received from the American Federation of State, County and Municipal Employees (AFSCME). I have some issues with the whole notion of unions making endorsements, especially when it is for candidates who may one day be negotiating contracts with them, which would certainly be the case with AFSCME Council 67--NOT TO MENTION THE FACT THAT THE CANDIDATE HAS NOT EVEN FILED--WHICH AGAIN, WE MUST ASK WHY NOT? However it is of little surprise that the union representing government employees would back Cohen, he A PERPETUAL GOVERNMENT EMPLOYEE and he of the Moyer/Finlayson/Hoyle/Garraway pedagoguery and their union and labor and Democratic Party connections. Yet once again I must ask, are all these endorsements meaningful--and are they good things? In my mind they merely cement the fact that Cohen is part of a machine, an establishment, a network of powers-that-be that will conduct business as usual.
One can only wonder about what kind of discussions went on behind the scenes to engineer this endorsement so early in the campaign. I polled all the other candidates to see if AFSCME had interviewed them or asked them to complete a survey or provide information. From what I have beena ble to ascertain, none of them were contacted. It seems that AFSCME council leadership somehow just chose Cohen. But the even bigger question is what do its members think? Did anyone ask them? They are the ones who pay the dues to pay the salaries of those that supposedly speak for them. I had some experience with this same sort of situation when I ran for alderman and our police officer's union, United Food and Commericial Workers 400 made endorsements and bought huge ads supporting other candidates--among them Sheila Finlayson--who has a union background. I asked every police officer I knew if they knew anything of the endorsement and the answer was a flat "no." It gets worse, but that's another story I have covered befoer.
So what do these endorsements mean and how do they come about? But there is even a bigger question. What role did Anne Arundel Democratic Central Committee Chairman Kory Blake have? Blake, for those of you that do not know, is a staff repersentative for Maryland Public Employees Council 67, AFSCME , AFL-CIO. Blake=Democratic leader=union staffer=endorsement for Cohen=??? favors for the city employees Cohen will oversee as mayor? Another reason why Cohen is opposing the city manager proposal. Democrat machine. Democrat leadership. Union machine. Union leadership. Who wins? Who loses?

Here is the worst thing-Cohen is not coming out telling we the people not to sign the petition to take the proposal to referendum. He is just telling us that he thinks having a city manager/council government is a bad thing. But he never says do not sign the petition to take it to a vote, but that is his implication, is it not?

Oh Nine On Line for Wednesday, June 10--Scott Bowling

Ward Three's Scott Bowling is busy with an active web-site and events. On Wednesday, June 17,at 7:30 am Scott will speak at the Republican Breakfast Club at The Eastport Yacht Club , 317 First Street...On Saturday, June 20, Scott is having a Birthday Bash Fundraiser from 1:00 pm - 3:30 pm. On Saturday, July 04, 5:00 pm, Bowling will be hosting a small reception at The Rockfish Restaurant following the parade. In an e-mail to supporters, Bowling wrote the following:

Last spring, our city council debated several bills related to changing how our city is managed. Ultimately, all the bills were voted down, with the sentiment of the council's deciding vote on this matter reasoning that this should be a decision of the voters. In order for the voters to make a decision on how our city is managed, a proposal must be petitioned to the ballot. There is only one petition that is circulating, advocating a council-manager form of city management. I am a very strong proponent of this change to our form of government. Regardless of your comfort with this change, we must act because our current city council chose not to show any leadership on this matter. I request you add your signature to this petition, so that the voters may lead, since our leaders chose not to. Your signature on the petition does not commit you to supporting this proposal, it simply allows it to be on the ballot. You may still take time to develop your own position on this matter prior to the ballot. As I indicated, I am strongly in support of this change. I am happy to discuss the merits of this proposal with you, and answer any questions that you have. As you know, I am hopeful to be the next Alderman from Ward 3, to help provide new leadership for the City, preferably under this new form of management. Please do not be fooled by some of the rhetoric and playing on words that is going around this year. Many candidates say that they support a "City Manager" form of government, however, what they really support is the status quo. Unless they support this initiative and a "Council-Manager" form of government, they are supporting what we have now, a City Administrator, who they will re-name a "City Manager". Please understand the words used regarding this change in government matter. Please support this initiative, and help me spread the word to every registered voter in Ward 3 and the City. Greg Stiverson on City Manager....and cosmetic surgery?

This just in from Ward Six Aldermanic Candidate Greg Stiverson:

Annapolitans for Better Government (ABC), chaired by Doug Smith and Bill Kardash, has mailed copies of the City Manager petition to every voter in the city. This petition would place on the ballot the question of whether Annapolis should have a Council/City Manager form of government. A bill to effect this failed on a 5 to 4 vote last winter in the City Council. This petition would put the issue before the voters.I strongly support the Council/City Manager form of government. To see my reasons, read my blog entry entitled "Stiverson Clinic for Cosmetic Surgery Opens" on my website. The tongue-in-cheeck title to that blog entry says it all, as far as I'm concerned. We wouldn't go to a surgeon -- or even a plumber or hair dresser -- who didn't have the proper training and experience.And yet we elect a mayor every four years, charging that person to manage efficiently and effectively an $86 million budget with 660 employees. Very few candidates for mayor have real qualifications, training, or experience in municipal finance and government. So we end up electing mayors who don't know what they are doing. Some learn, some hire qualified folks to do the job, and others pretend they know what they're doing, but don't. Our city is much the worse for it.I urge each of you to read the petition when you receive it in the mail, sign it, and return it promptly. Cohen On City Manager "Too many cooks in the kitchen spoils the broth" and Cordle writes a clarification

Of the nine mayoral candidates, only Republicans Dave Cordle and Frank Flyntz and Democrats Josh Cohen have come out clearly in opposition to the council/city manager style of government. From what I gather, Zina Pierre is lukewarm to the idea but not outright opposed and Wayne Taylor, well, what are his positions on anything? However, Democrats Renaut, McFall, Shropshire and Independent Fox strongly support this change. Due to the petition now being circulated, I believe this will become the "wedge" issue and therefoer, this is why Cohen has spent so much time on it as he realizes the growing sentiment in favor of the council/manager. I have given Cohen space before to advocate his positions and now that he is circulating an email, I provide him the same opportunity. I add some comments in red:

"One of the reasons I am running for mayor is to raise the bar for professional and accountable management at City Hall. As Mayor, I will appoint a team of experienced professionals in public administration, finance and the law. I will give them the latitude to perform their jobs professionally and without political interference (Hmmm..an interesting concept for Cohen and I suggest he try it more often), and I will hold them accountable for doing their jobs well. The voters in turn will hold me accountable for how well City Hall is working. This accountability is the essence of our democratic system.
Recently, a group of well-intentioned citizens (Hey--even some folks believe I am well-intentioned but I always found it a backhanded compliment) mailed a petition to every voter in Annapolis. The petition is to place a proposal on the ballot this November to change our form of government from the current mayor-council system to what is called the council-manager system. Several people have asked me about my views on the proposal, so let me share them briefly. (This shows he is worried....he is probably concerned about such a well organized effort--including this recent mailer. He already devoted his entire talk at a recent Democratic beakfast to defending his views on the issue)
First of all, as Mayor I will serve our city to the best of my ability, whichever form of government we have. (If he gets elected and we get a city manager, you can bet that he will do everything possible to keep the five votes to maintain control)
Secondly, I admire the tremendous effort that these activists have put into the council-manager petition. We all share a common goal of improving professional management at City Hall. We differ on how best to achieve it. This dialogue is a healthy one for our community to have.
In my view the council-manager proposal is the wrong way to go because it would lessen the accountability of city government. Why does accountability matter? Currently the buck stops with one person -- the mayor -- who is directly accountable to every voter in the city. The voters hold the ultimate trump card. Every four years the voters have the ability to change course by electing a new mayor. (Uhh..that's kind of the whole point-yes?..Four years versus anytime based on a council vote? However, the average city manager stays seven years!)
Unfortunately, if the proposed ballot initiative is successful, voters would no longer be able to bring in a new administration by electing a new mayor. The reins of government would be in the hands of an unelected manager who would be unaccountable to the voters and could only be replaced by a majority vote of the City Council. (WRONG--the city manager holds no reins. The council will hold the reins. The city manager is the horse) As you know, aldermen are only on the ballot in -- and are only accountable to -- their individual wards. When everyone is in charge, no one person is accountable. (Kind of like what we had the last eight years--yes?)
Too many cooks in the kitchen spoils the broth, as the saying goes. (Yeah--and too many bureaucrats in the Market House spoiled that kitchen. Josh-my Mom used to tell me the same thing. Who are the cooks in your kitchen? Who writes the recipes?) Having the city's manager serve at the pleasure of the full council, many of whom have competing political views and agendas, can be a recipe for confusion, indecision and dysfunction. (Kind of like what we have now--and what you will have when you stack the council in your favor. Is Cohen against competing political views on council?) That's why many cities such as Fresno, Hartford, Little Rock, Richmond, San Diego, Sioux Falls, Spokane, St. Petersburg and Tulsa have all recently switched back to the mayor-council system. (A recent Sacramento Bee column describes how Fresno's change back to the mayor-council system renewed the city's "clarity of purpose" after years of a council-manager system "that produced seven 'mini-mayors' on a dysfunctional city council": http://www.sacbee.com/740/story/1569485.html). (That's nice Josh. No system is perfect but to be honest with us--there is a whole other side that shows this to be much more successful and accepted. We can and have easily shown how many cities work well with the council/manager system. Who is doing your research? Is it Don Lamb Minor or Bob Agee?)
Again, while I respect the effort and sincere intentions (well intentioned..sincere intentions....yeah yeah, we're just misguided and you know better..) behind this proposal, the fact is that no system of government will function well if we don't elect good people to serve in it. (Amen to that! Of course we could also add that when good people get elected, they need to focus on the job and not the next office..) The best way to bring about professional, transparent and accountable government is to elect a mayor with the judgment, temperament and experience to make it happen. (Okay Josh, you win on temperament and judgment when it is your own and not that of those whispering to you, but what about experience?)

Be sure to read my column in tomorrow's The Capital about this topic. There is a message in there for all mayoral candidates but I think the real reason Cohen opposes it are because it would lessen his power as mayor and that of the Democratic machine to exercise its power.

NOTE TO READERS: After I published this, I received a letter from alderman and mayoral candidate Dave Cordle:

"An alert supporter says (and I haven't confirmed...) that you have written I am against City Manager. WRONG. Capital wrote it wrong, corrected it AND published my letter to the editor. I have ALWAYS supported the referendum and allowing the citizens of Annapolis to decide- and I'd live with whatever the decision/outcome is. Initially, I was against City Manager in the pure form. When elected, I would utilize strong City Manager anyway- that's how I operate. State my vision and goals, then hire competent, trained AND qualified people to make it happen in the day to day ops of the City. In fact, if the referendum fails and the question doesn't make the ballot in November, I will re-introduce my City Manager bill. The only difference is in my bill the Mayor, w/ consent of the Council (approval) can hire thee City Manager and Department heads. The Mayor could also fire the City Manager for not being the vehicle to achieve the vision and goals the citizens "hired" me to do. Also, there is a "no interference" clause to keep the Mayor and Aldermen from directly ordering a Department Head to do things.....Lastly, the Department Heads would report directly to the City Manager and could be fired by him/her. "

CP RESPONDS: Thank you Dave for the clarification, but I never said you were against the referendum petition. (Cohen on the other hand does not even encourage people to review and sign the petition but he encourages us not to support the change...) However, there are notable differences between what you propose and what would be a true council/manager form, in that the mayor cannot have any particular say so, more or less than the other members as far as the manager. I still beleive that youtr proposal is seriously flawed in many respects, not the least of which is that power still resides with the mayor AND no self-respecting city manager would take such a position. However, you and Josh Cohen of course promise to hire qualified professionals, yet Mayor Moyer has repeatedly claimed that she has done this.

I was unable to attend Alderman Dick Israel's fundraiser Sunday evening but his campaign aide Jan Hardesty (thanks!) reports that "Dick made a special point of advocating the City Manager form of government, introducing Bill Kardash, and encouraging everyone to sign available petitions. Ringing endorsement by Speaker Busch and good attendance by City Council. (only Mayor, Aldermen Cordle, and Stankivic were absent. ) Several mayoral candidates (Renaut, Cohen, McFall, Shropshire) were there, as was former Mayor Dean Johnson." ......

The City Manager Petition Is On Its Way To You

Dear Annapolis Voter:

Thanks to a growing interest in our efforts to bring professional City Management to Annapolis, we are well on our way to reaching our goal of having this initiative appear on the November 2009 ballot.

Before that happens, however, we need to collect the signatures of 20% -- about 5,000 -- of the registered voters in the City of Annapolis. To that end, we have just mailed copies of the “Petition for Charter Amendment” to voters throughout the City, along with a letter explaining the need for a City Manager form of government and a letter of endorsement from most Aldermen,

Those letters and Petitions should be in your mail box soon and it is HERE that we need YOUR help.

Since many people have an e-mail list of friends, family and neighbors who live in the City of Annapolis, we are asking YOU TO, PLEASE, FORWARD this important message to City residents on your e-mail distribution list.
