"Blue Ribbon" Report Lays Out Concerns About City's Budget

You don't need to be a bean counter to know we have financial problems at City Hall--and they are about to get bigger....but it does help to understand all this budget stuff and tables and columns if you are a bean counter. However, the recently released report also has a summary chapter at the beginning and it is written in plain English, for the masses--which include me and probably most of you.  The big "if" of course is whether or not the new mayor and council will read and understand and act in accordance with what we can learn from this study.  The big, big, big thing I believe we need to do first is freeze or cut most contractual positions and then carefully look at the "permanent" positions as well.
